Payroll Manager is responsible for managing payroll processing operations. Establishes policies and processes that ensure accurate calculation of wages, tax withholdings, and company deductions. Being a Payroll Manager interfaces between finance and human resource departments to provide accurate and useful information. Develops and produces payroll-related statistical reports. Additionally, Payroll Manager ensures accurate and on-time governmental reporting and compliance. Oversees the activities and training of both professionals and support staff. Directs the resolution of complex issues or errors. Requires a bachelor's degree. Typically reports to a director. The Payroll Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Education/Certification:
1. Knowledge of payroll procedures.
2. Ability to use personal computer and software such as spreadsheets, databases, and word processing.
3. proficiency in use of calculator and office machines.
4. Ability to communicate effectively.

Major Responsibilities and Duties:
1. Ensure complete payroll import of data from Human Resources for the new school year.
2. Verify all new employees data entered by Human Resources into Skyward, including demographic, W-4, and retirement, and add direct deposit information.
3. Process the semi-monthly payroll vouchers, substitute pay, overtime, payoffs, new hires, and any additional authorized pay.
4. Review all inputs for accuracy.
5. Balance payroll input data to manual controls sheet.
6. Finalize payroll and run all payroll reports.
7. Make bank transfer for each payroll.
8. Make bank transfer for payroll deductions.
9. Calculate, print, and distribute payroll checks. Prepare direct deposit file and submit online to bank. Prepare and print accounts payable checks for payroll and benefits payables.
10. Maintain direct deposits authorization for all employees.
11. Prepare and submit positive pay file for payroll and benefits. View and process any positive pay notifications on a daily basis.
12. Direct Manuel Trades ( Cafeteria, Custodian/Maintenance, & Transportation) and campus secretaries in the proper payroll procedures.
13. Prepare necessary payroll data for reports (Medicare, Federal, Budget).
14. Prepare and run all TRS member data and payroll reports for TRS. Submit monthly TRS retirement information on TRS website and make corrections as needed.
15. Prepare TWC quarterly report as it pertains to payroll and submit online (unemployment).
16. Prepare federal reports ( 941 quarterly) and submit online to IRS.
17. Prepare and disburse W-2 forms to all employees. Submit W-2 report online to SSA.
18. Train and assist accounts payable personnel.
19. Serve as backup for the Benefits and Accounts payable
20. Review payroll bulletins and keep up with federal and state changes (TEA) regulations, and TRS updates, Skyward updates for payroll module.
21. Calculate and maintain employee wage garnishments. File appropriate payments and report with collecting agency.
22. Manage True Time, hourly time keeping system, processes including set-up, payroll functions, and assisting users as needed.
23. Maintain payroll and travel organizations charts.
24. Exemplify high standards of ethical conduct.
25. Keep informed of and comply with state and district policies and regulations concerning primary job functions.
26. Troubleshoot all payroll issues.
27. Display tolerance necessary for accepting supervision for and criticism of job performance.
28. Work in harmony with supervisory, faculty, and peer personnel.
29. Use professional information discreetly and judiciously.
30. Support and follow administrative and Board policy.
31. Represent the school system to the community in a positive, professional way.
32. Maintain a sincere, friendly attitude toward patrons.
33. Perform other duties as assigned.
