The Payroll Manager oversees and manages all aspects of the company’s payroll processing to ensure accurate and timely payroll delivery in accordance with government regulations and company policies and practices. Overseeing the Company’s compensation planning, assessment, and budgeting process is a key function in this role. In addition, this position computes bonuses and commissions; administers the Company’s Executive Deferred Compensation program and performs miscellaneous Accounting and Human Resources related duties as directed.
Essential Job Functions

Oversees and manages the company’s payroll processing, including processing and verifying payroll changes, (i.e. pay, shift, department and deduction changes, etc.), entering time-keeping changes/corrections, computing bonuses/commissions, generating various payroll reports, etc. Regularly performs audits to ensure accuracy, reliability and integrity of data entry changes, as well as compliance with handbook policies, and with federal and state regulations.

Supervises and oversees development and daily payroll activities of the payroll team to ensure efficient operations and a high-level customer service. Provides training to team member for payroll functions, as needed.

Directs the Company’s compensation planning and processes. Applies measures and assesses individuals’ compensation rate to ensure equity within and between locations. Researches requests involving compensation policy and provides information to authorized team members regarding compensation. Leads Wage and Hour compliance for the enterprise. Reviews and updates pay grades and merit guides annually or as needed. Directs the annual compensation budget planning for the organization.

Partners with Human Resources team and Company leadership to develop compensation plans for reductions; determine salary/merit adjustments to ensure alignment with compensation policies; and to align job descriptions, merit guides and pay grade ranges. Leads grade adjustment forecasting.

Is the primary approver for ADP work events. Audit amounts submitted and contact the manager’s VP for approval on merits over budget or non-budgeted adjustments. Update merit dates in ADP for merits submitted and for position changes, new hires, etc. Monitors past due merits and notifies manager. Distribute quarterly merit reports to managers.

Works with the President and CFO to assess Senior Management Team compensation to market and industry trends and processes SMT bonuses, misc. compensation payouts, and year-end miscellaneous taxable reporting.

Answers questions from team members regarding paychecks, time keeping and related matters by providing policy information, researching issues and coordinating with the Human Resources team. Holds team member accountable to Duncan approved policies and procedures including professionalism of the work.

Oversees the company’s Executive Deferred Compensation program. Submits eligibility report, processes biweekly and additional compensation withholdings and reporting. Processes monthly distributions.

Processes the quarterly and annual bonus sharing payouts and additional withholding elections and calculates, processes and distributes the company various commission plans.

Reconciles various reports to ensure the payroll processing company has accurate information for balancing and submitting payroll taxes on a monthly, quarterly and annual basis, including FIT, SIT, FICA, FUTA, SUTA and DI, W-2's, annual tax returns, etc. in a timely manner. Coordinates general maintenance of the HRPR as necessary.

Completes miscellaneous reports and projects as requested, including but not limited to: TMCP processes, year-end audits, payroll data for state tax incentive programs, OSHA data, total compensation statements, etc.

Performs other related duties as assigned by management.

Education and Experience

Associates Degree in Accounting or Business Administration or equivalent required

Proficiency with Microsoft software (Word, Excel, Project, etc.) required

Minimum five years payroll processing experience required

Experience with ADP Enterprise preferred
