About FirstLine Schools
In 1998, FirstLine Schools started the first charter school in New Orleans, which became the highest performing open admission middle school in the city. FirstLine now operates four K-8th grade schools. Our mission is to create and inspire great open admissions public schools in New Orleans.

Position Summary:
The Payroll Manager is responsible for managing and administering payroll.
Position Responsibilities:
Payroll Administration
- Processes semi-monthly payroll for eleven (11) month with reserve pay and twelve (12) month employees that are hourly, salary exempt, and salary nonexempt across 4 schools and Network office. This includes changes, additions and adjustments.
- Ensures staff payroll checks and pay period payroll totals are balanced
- Manages employee requests for salary information by generating salary calculators and/or facilitating staff meetings/discussions with support from HR, as needed
- Initiates payroll transfers
- Handles all payroll issues with employees and leaders making sure a good relationship is maintained between payroll and schools
- Works with outsourced Accounting Manager to ensure proper coding of payroll into the financial system (Intacct)
- Coordinating with HR team to ensure staff leaves of absence and/or any other special changes are documented in preparation for each payroll
- Tracks stipends via RightSignature offer letter execution and maintains/ updates stipend tracker accordingly for each payroll and per FLS Stipend Policy
- Receives, reviews, and submits paper timesheets for positions that require them for each payroll
- In collaboration with HR Team, reconciles employee leave balances following each payroll
- Reviews timesheets in payroll system to ensure they have been approved by supervisors
- Reviews draft payroll registers for accuracy prior to processing finalization of payroll
- Coordinates with HR team to ensure verification of actual start date accuracy in Paylocity and on all hire calculators
Retirement (403b) Administration
- Calculates and submits all retirement for four (4) schools and the Network office
- Maintains positive relationship with OneAmerica as our retirement vendor as well as our 403b consultant
- Terminates employees in retirement system
Employee Garnishments
- Processes all levies and garnishments with our payroll processor
Employee Leave Management
- Maintains and reconciles leave management (sick, personal and vacation)
- Communicates discrepancies to leaders and employees
- Manages, monitors, and audits electronic timekeeping
Ongoing Financial Management and Audit Support
- Prepares all payroll calendars
- Calculates all salary and wage schedules for all managed schools and associated entities for audit and payroll accuracy
- Support the Annual General Ledger, State Agreed Upon Procedures (SAUP) and BESE Agreed Upon Procedures (BAUP), Workers Compensation (WC) and retirement audits as needed
- Provide payroll documentation to Grants Manager and other finance staff, as needed, for accurate grants management and reimbursement
- Works with HR Specialist and serves as support to reconcile benefits to payroll from benefit invoices and ensures all is coded properly as needed
- Supplies information as needed for State and Federal reporting (PEP/EdLink360)
- Serve as payroll subject matter expert as needed for special projects such as new HRIS implementation
- Serves as active participant of HR/Talent Team
Requirements
Education & Experience:
- Bachelor’s degree in Business or a related field and at least three (3) years of payroll experience in governmental or non-profit sectors (schools preferred). Work experience may substitute for education requirements. The following routes are available to substitute for the Bachelor’s degree and three (3) years:
- High School diploma or GED and ten (10) years of related experience.
- Associate’s degree/2 yrs of college and seven (7) years of related experience.
- 3 years college education and five (5) years work experience

- Proficient with Excel, Word
- Experience in payroll management required
- Experience with Paylocity, UKG and/or Intacct preferred

PAYROLL MANAGER reports to: Chief Talent Officer with dotted line to Chief Operating Officer.
