Payroll Manager is responsible for managing payroll processing operations. Establishes policies and processes that ensure accurate calculation of wages, tax withholdings, and company deductions. To be a Payroll Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Budget and Fiscal Services (BFS) is responsible for the management of all agency financial activities including Accounting, Budgeting, Contractual Agreements, Financial Systems, Grants, and Payroll.  The division consists of the Budget Section, the Accounting Section, the Financial Systems and Payroll Section, and the Contracting Section. 
    This position is in the Financial Systems and Payroll Section within BFS. This position provides innovative leadership in overseeing and managing the payroll and employee timekeeping processes for an agency of 2,400 employees. The incumbent will be responsible for the accurate and timely payroll processing twice per month. The incumbent will ensure compliance with all applicable state and federal rules regarding the processing and reporting of payroll information. This position requires extensive knowledge of state and agency payroll/timekeeping policies and procedures as well as in depth knowledge of employee Collective Bargaining Agreements. The incumbent will serve as the Business Owner and is responsible for system security, administration, and upgrade management for the majority of our agency's complex financial systems. The incumbent plans, prioritizes, and coordinates the section's contributions towards meeting division goals and objectives working closely with the Budget Manager, Accounting Manager, Contracting Manager, and Confidential Secretary.
     
     Our new teammate will be able to:
    • Oversee and manage the agency's Time and Activity System (TAS), which tracks and records work activities for all agency personnel for hours worked including overtime, over shift, shift extensions, call outs, holidays worked, and all types of leave taken. 
    • Develop and publish agency policies for timekeeping administration, TAS system use, Time and Activity Reporting (TAR) form administration and recording and administration of activity statistics.
    • Oversee the internal auditing function within the Financial Systems Unit, which supports the internal controls functions on the agency and works to reduce agency risk by auditing and evaluating internal processes and work products.
    • Manage the accurate and timely processing of payroll two times per month.
    • Oversee system administration and security for the Human Resource Management System (HRMS) and the Time and Activity System (TAS). 
    • Provide for proper segregation of duties between staff and implement a system of internal and compensating controls to provide reasonable assurance against fraud risk in the payroll process. 
    NOTE: At hire, applicant must be able to work in the Olympia office. After completing an applicable training period, a hybrid schedule may be available according to division and customer needs.
    Required Qualifications: 
    • A High School Diploma or GED Equivalent. 
    • Two years prior experience in supervision or management.
    • Extensive knowledge and skills in payroll procedures and/or information systems. Specifically, knowledge of and experience with the state payroll system (Human Resource Management System) and strong working knowledge with Microsoft Excel, PowerPoint, and Word. 
    • Experience interpreting, adapting, and applying collective bargaining agreements (CBA), state, federal and other laws, rules, agency policies and procedures that directly affect time keeping, payroll, leave, employee benefits and other personnel related actions.
    • Strong leadership, communication, and problem-solving skills.
    • Must possess a valid, unrestricted Washington State Driver's License.
