Position Definition: The
Supervisor of Payroll Services shall be responsible for the supervision and coordination of payroll processing operations.
Relationship: The
Supervisor of Payroll Services shall be directly responsible to the Human Resources Manager.
Qualifications:
Education/Experience:
- Bachelor’s degree in related field or equivalent related professional experience.
- Minimum five (5) years of payroll-related experience.

Authority: The
Supervisor of Payroll Services will have the authority to perform all functions listed below in accordance with established policies and procedures.
Functions/Duties/Responsibilities: To perform this job successfully, an individual must be able to perform each essential function/duty/responsibility at acceptable standards. In accordance with both state and/or federal law, reasonable accommodations will be considered upon employee request.
Essential:
- Supervises and manages the daily operations and projects of the Payroll Services team.
- Ensures accurate payment processing of all CLIU #21 staff.
- Responsible to maintain current knowledge of federal, state, and local legal requirements related to current and new legislation to enforce adherence to requirements and to advise management on needed actions.
- Performs internal payroll audits on a routine basis.
- Reconciles and ensures accuracy of payments for all bi-weekly and monthly taxes to IRS, PA Department of Revenue and Berkheimer.
- Submits payments of quarterly taxes to IRS, PA Department of Revenue and Berkheimer.
- Responsible for validity of employee information and employment updates in the payroll system upon board approval.
- Assists with FLSA regarding Exempt/Non-Exempt employee status.
- Provides continuous review of CLIU legal compliance of all aspects of payroll services.
- Reviews and ensures timely completion of all tasks assigned to payroll services on the Annual Timeline.
- Coordinates eTimesheet approvals, corrections and verification.
- Prepares fiscal Payroll Schedule, fiscal Timesheet Schedule, Transportation Timesheet Schedule and Timesheets.
- Ensures accuracy of unemployment forms and timely submission, including all necessary data, documentation and forms, such as reasonable assurance letters.
- Responsible for review, investigation, and verification of quarterly Unemployment Compensation Statements of Account regarding benefit charges and adjustments.
- Assists the Director of Human Resources and Human Resources Manager in the planning and preparation of teacher salary schedule.
- Verifies accuracy of annual salary and hourly rate increases as determined by the collective bargaining agreements and/or board approval.
- Reviews budgeted salary objects to ensure accuracy throughout the year.
- Provides all payroll report and information requirements annually for auditors.
- Completes Payroll Services staff evaluations per procedures in a timely manner.
- Provides Supervisor and Employee New Hire payroll orientation.
- Maintains and updates Human Resources-Payroll website.
- Updates and maintains the payroll services section of the Human Resources Procedures and Certification Manual.
- Models complete confidentiality of employment and payroll records.
Secondary:
- Participates during Board agenda preparations.
- Provides backup to Payroll Coordinator.
