Payroll Supervisor is responsible for the supervision and coordination of payroll processing operations. Ensures accurate calculation of wages and processing of tax withholding and company deductions. Being a Payroll Supervisor prepares statistical reports on employee pay, commissions and bonuses; vacation, sick, disability and workers compensation leave; taxes, withholding, etc. Oversees the distribution of paychecks and direct deposit programs. Provides training to team on policies, regulations, and processes. Additionally, Payroll Supervisor assists team members with resolving errors or responding to inquiries. May be the first level escalation for complaints or complex error resolution. Typically requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Payroll Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions.     The City of Oceanside is accepting applications for the position of Payroll Supervisor. This position will work under the Financial Services Department.

    The Payroll Supervisor will supervise a Payroll Technician and oversee biweekly payroll processing for approximately 1200 employees. The City of Oceanside utilizes on-line time entry, consequently this position will require careful analysis and validation of submissions. This position will work closely with Human Resources on Bargaining Union negotiated changes, leave timesheets and other items.

    Examples of Duties

    Oversees, supervises, monitors, and manages all payroll operations for the City; ensures all information is entered correctly and payroll accurately submitted and disbursed. Assists in the implementation of goals and objectives. Evaluates operations and activities; recommends improvements. Implements polices and procedures within the payroll section.


    Works independently to identify, resolve and anticipate pay and retirement reporting issues. Keeps up with changing legislation and utilizes payroll associations to an advantage. Performs research to verify correct reporting of new or special compensation and employee fringe benefits. Interfaces with consultants to implement modifications to deductions codes and payroll reports within the enterprise resource planning (ERP) system.


    Leads, directs, oversees, and supervises the employees in the Payroll section; evaluates, completes, and signs performance reviews; makes hiring and pay recommendations, decisions, and terminations; recommends disciplinary actions when needed and provides training to ensure quality performance.


    Prepares, balances, reviews, and approves various state and federal reports. Prepares W-2, periodic tax reports, and a variety of payroll related reports; files required state, pension and federal reports, identifies and resolves discrepancies; prepares fiscal year end accrual liability report and journal for leave reserves; processes and enters journal vouchers to the financial system for general ledger posting.


    Prepares and maintains a variety of confidential and sensitive statistical data and records; compiles financial information for budgetary and labor relations purposes as necessary.


    Balances and reconciles General Ledger Reports. Post transactions to general ledger; prepare and record special transaction reports and journal entries; reconcile various general ledger accounts and subsidiary accounts relating to payroll.


    Prepares, processes and oversees the full-cycle biweekly payroll; verifies and imports time and attendance records into the payroll system; computes and approves pay adjustments, approves payroll, generates pay checks and direct deposits; applies FLSA requirements, tax and payroll deductions, fringe benefit calculations and related adjustments. Performs/oversees complex retroactive pay calculations and applies adjustments; calculates separation payouts.


    Runs payroll pre-list and reviews for accuracy; makes corrections as needed. Balances payroll and coordinates distribution reports. Analyzes various payroll reports for error and out-of-balance messages; reconciles discrepancies and reconciles with all related accounts and prepares supporting documents for year-end reports. Following completion of the payroll run, builds data transfer files and reviews for accuracy. Approves the distribution of payments to vendors.


    Reconciles quarterly tax reports, prepares and files federal and quarterly tax returns. Prepares and distributes federal and state W-2 forms.


    Participates in the testing of new processes and upgrades to the computer system, developing and determining the best methods of implementation for bargaining group changes, benefit deduction table setups, leave tables, PERS tables, and timing for implementation.


    Updates payroll policy and implements new legislative requirements; participates in the planning and implementation of new payroll system updates and new releases; tests the new releases to ensure modules are working correctly.


    Monitors current City MOU and IRS regulations for payroll compliance; responds to questions and inquiries regarding payroll procedures, MOU interpretation and tax related filing and deductions.


    Receives and resolves requests for information, interpretation and clarification from auditors, vendors, public records requests, and employees; researches information, interprets MOUS, finance policy, garnishment orders and tax levies and implements related deductions.


    Coordinates internal and external audits of payroll records, transactions and accounts. Performs complex analysis and special projects, as assigned. Provide highly responsible and complex administrative support to management staff.


    Establishes and maintains annual and payroll holiday calendars for pay processing; coordinates payoff and conversion programs including vacation, comp time, holiday payoffs, vacation and sick buy backs.


    Maintains payroll records and performs related duties as required.


    Minimum Qualifications

    Knowledge of:


    • Advanced principles and practices of payroll preparation, reporting and maintenance;
    • Principles of supervision and training;
    • Methods and techniques calculating various payroll deductions;
    • Mathematical principles and practices;
    • CALPERS retirement benefits
    • Bargaining Unit Agreements
    • Records management and file maintenance procedures;
    • Automated and dataset accounting system practices and
    • Pertinent federal, state and local was, codes and regulations as they relate to payroll preparation and processing.

    Ability to:


    • Lead, organize and review the work of staff;
    • Supervise and evaluate staff
    • Identify errors or discrepancies in accounting documentation;
    • Independently perform the most difficult payroll functions;
    • Calculate payroll and paid time off deductions;
    • Interpret, explain, and enforce department policies and procedures;
    • Schedule, organize, analyze, and complete work in accordance with deadlines;
    • Research and analyze payroll records and reconcile payroll problems;
    • Communicate clearly and concisely, both orally and in writing and
    • Establish and maintain effective working relationships with those contacted in the course of work.


    Experience and Training

    Experience: Four years of increasingly responsible payroll accounting experience in a public agency or equivalent. One year of lead or supervisory experience.

    Training: Equivalent to the completion of the twelfth grade.


    WORKING CONDITIONS

    Environmental Conditions: Office environment.

    Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for sitting for prolonged periods of time.
