Pharmacy Director directs, establishes, and plans the overall policies and goals for a hospital or healthcare facility's pharmacy services. Maintains contact with other department heads, medical staff, and nursing staff to determine needs, resolve problems, improve processes, and promote effective drug therapy. Being a Pharmacy Director requires a bachelor's degree in pharmacy. Typically requires Registered Pharmacist (RPh). Additionally, Pharmacy Director typically reports to a top management. The Pharmacy Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Pharmacy Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.   • Reporting to the Chief Pharmacy Officer and/or their designee, the Director of Pharmacy is responsible and accountable for all day-to-day Pharmacy retail/clinical operations and for the safe distribution of medication and must work collaboratively with the Center Administrators and Managers to provide quality, safe, and efficient medical/pharmaceutical care. The Director establishes standards of quality, productivity, and performance in accordance with Total Health Care Policies and Procedures and requirements of State and Federal regulatory agencies. 

    The Director of Pharmacy is responsible for the direct supervision of all Pharmacy Managers and Pharmacists including evaluations, hiring, training, and scheduling. This position may be required to staff as needed to ensure adequate pharmacists coverage for pharmacies. 

    Contacts and interactions vary and may involve multiple constituencies such as direct interaction with THC’s executive management, community organizers, the public, THC’s patients, physicians, colleagues, assigned staff, vendors, contractors, and consultants for the purpose of providing and exchanging information.

     

    Essential Job Functions   

    LEADERSHIP

    • Directly oversees and mentors pharmacy managers. 
    • Recruit, hire, develop, schedule, and supervise staff.
    • Provides support and consultation regarding operational and employee issues.
    • Develops service and performance expectations for the pharmacy team.
    • Monitors and evaluates existing service levels, systems, procedures, and practices and makes appropriate changes or additions as required.
    • Promote staff engagement, morale, and retention through effective leadership, communication, and recognition programs.
    • Provides clinical oversight and guidance to the clinical pharmacy team (including specialty pharmacy) and interacts collaboratively with the clinical pharmacy team and the other managers to assure consistent implementation and administration of clinical and operational programs.
    • Collaborate with executive leadership and other stakeholders to integrate pharmacy services into the overall healthcare delivery model.
    • Manages and facilitates organizational change and conflict intervention strategies.
    • Accountability for creating a culture of compliance, ethics, and integrity. 

    COMPLIANCE

    • Ensures appropriate staff coverage for all pharmacies. 
    • Ensures all pharmacies including specialty pharmacy are compliant to all regulatory rules and regulations specific to: Drug Enforcement Administration (DEA), State Board of Pharmacy, HIPAA, and CMS Fraud, waste, and abuse, URAC, ACHC, and all required and mandatory THC annual trainings. 
    • Performs onsite pharmacy quarterly audits to ensure pharmacy compliance.
    • Under supervision of the Chief Pharmacy Officer, develops and modifies 340B policies in accordance with state, federal, and system program requirements.
    • Develops and maintains internal relationships (accounting, legal, national) and external relationships (wholesalers, manufacturers, contract pharmacies, split-billing software vendors, employee benefit pharmacy benefits managers (PBMs), and third-party administrator (TPA) vendors) as needed.
    • Collaborates with Finance and assists in the budget planning process; participates in the analysis and interpretations of 340B pricing trends, analysis and optimization of workflow, and the impact of new legislation. 

    PHARMACY OPERATIONS 

    • Assist the Chief Pharmacy Officer in developing and administering budgets and strategic goals.
    • Provide department planning and evaluation including budget development, policy/procedure development/revisions, and monitoring as well as coordination with the oversight of their federal, state, and local grants.
    • Develop annual goals for department and ensure they are aligned with organizational objectives and evaluate their effectiveness.    
    • Monitor pharmacy inventory levels to ensure compliance and achieve inventory goals.
    • Prepare timely departmental reports, oversee special projects, and facilitate department meetings.
    • Receives assignment in the form of objectives and determines how to use resources to meet schedules and goals.
    • Identifies and implements opportunities to improve operations including, but not limited to, cost reduction, productivity improvement, increased capacity, improved quality, enhanced service, and best practices workflows.
    • Leads and participates in special projects to identify and implement operational improvements in inventory management, quality etc. 
    • Develop performance standards and conduct performance appraisals and maintain staff competences.
    • Collaborates with the Quality and Safety department and leads quality improvement initiatives within the pharmacy department, utilizing performance metrics, data analysis, and feedback to drive continuous improvement.
    • Conduct regular audits, assessments, and evaluations to monitor medication safety, adherence to standards of care, and overall pharmacy performance.
    • Monitors staff performance for productivity, accuracy, and quality
    • Ensures emergency staffing needs are met.
    • Prepare and revise policies and procedures and implement approved changes as directed. 
    • Maintains knowledge of policies and procedures and performs in accordance with applicable regulatory requirements and accreditation standards as they relate to the pharmacy department.
    • Assists location pharmacy supervisory personnel in renovation projects and other projects as assigned.

     

    CUSTOMER SERVICE 

    • Demonstrates Total Health Care values and exemplary customer service skills. 
    • Ensures all pharmacy staff are customer focused and dedicated to meeting the department goals for customer service. 

     

    Minimum Education, Training and Experience Required

    • Doctor of Pharmacy (PharmD) degree 
    • 340B ACE Certification 
    • A minimum of 3 to 5 years pharmacy managerial experience (multi-site a plus)
    • A strong background in clinical pharmacy practice 
    • 2 years’ experience in a Community/Retail pharmacy practice
    • Master’s degree in business administration (MBA) (preferred but not required)

     

    Required Knowledge, Skills, and Abilities

    • Knowledge of FQHC and 340B operations, operating principles, guidelines, and bylaws. 
    • Excellent leadership, customer service, organizational and presentation skills as well as the ability to effectively communicate THC’s vision, and motivate others to achieve it organizationally, departmentally, and personally/professionally. 
    • Ability to communicate effectively (verbally and in writing). 
    • Ability to plan and organize work initiatives to successfully accomplish center/organizational goals and objectives. 
    • Ability to multi-task, prioritize and delegate as appropriate. 
    • Strong analytical, problem solving and interpersonal skills. 
    • Ability to identify, develop and implement short/long-term strategic goals and objectives. Ability to develop and maintain customer relationships; influence, build credibility and trust. Ability to think critically as well as apply critical thinking skills. 
    • Ability to ensure and advocate for quality healthcare and services; and lead and manage a diverse staff.  

    Licenses and Certifications

    • Pharmacist License issued in the state of Maryland
    • Apexus 340B University 340B ACE Certification 
    • Project management Certification (Preferred but not required)
    • Health Care Lean Certification (Preferred but not required)                             

    Physical Demands 

    • Must have the use of sensory skills to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls.
    •    Ability to effectively use and operate various items of office related equipment, such as, but not limited to personal computer, calculator, copier, and fax machine.
    • Ability to lift, carry, push, or pull heavy objects more than 75lbs as well as squat, walk, climb, bend, crouch, stoop, kneel, stand, grasp, reach, pull and repetitive motions.
