    Under the administrative direction of the Director of Application Development & Support, this position will perform an advanced level of administrative professional, managerial and supervisory duties for the implementation, planning and management for the Families and Children Tracking system, which is a large, high-volume, agency-customized, complex information technology application, which encompasses several technical platforms.

    This position is responsible for managing the development and support for a statewide information technology application. This includes the responsibility to implement, develop, maintain, modify, enhance and provide technical and end user support.

    Duties include:

    • Development and oversight of project plans, resources, priorities, goals, and schedule, as well as development of risk/constraint management, contingency and mitigation strategies.
    • Assist in overseeing and administering project staff personnel actions, which includes the recruitment and selection process, staff development and disciplinary actions, as well as overseeing and directing the training of professional project staff.
    • Maintain expert level of knowledge of all Bureau program policies/procedures, state statutory requirements, federal statutory requirements and the system requirements that follow and adhere to those mandates.
    • Work with bureau management to facilitate the system modifications to further the mission, strategic and tactical objectives and compliance with regulations and mandates.
    • Manage project life-cycle developments from initiation, requirements gather, documentation and validation to design, development, testing, production deployment and monitoring. Perform gap analysis and risk mitigation/monitoring for system changes/but reports.
    • Coordinate internal resources/third parties/vendors for execution of projects, ensure all projects are delivered on-time, within scope and within budgeted allowances, and develop project scope and objects, involving all relevant stakeholders and ensuring technical feasibility.
    • Ensure resource availability and allocation.
    • Use appropriate verification techniques to manage changes in project scope, schedule, and costs.
    • Measure project performance using appropriate systems, tools, and techniques.
    • Perform stakeholder management.
    • Perform risk management to minimize project risks.
    • Establish and maintain relationships with third parties/vendors.
    • Create and maintain comprehensive project documentation.
    • Participate in Child Welfare Oversight Meetings to report project/system updates and provide technical consultation for bureau initiatives and opportunities for office automation.
    • Develop and prepare the FACTS State Advanced Planning Documents for submission to the federal administration for Children and Families.
    • Responsible for federal IRS 1095-B and 1099 Reporting.
    • Work with bureau staff to implement the Comprehensive Child Welfare Information System (CCWIS) module in the state's new Integrated Eligibility System (IES). Duties include configuring, overseeing and approving design validation, planning, scenario development and management, change impact identification and analysis, testing, and implementation necessary for the new system; as well as ensuring that the system meets all federal, state, and administrative regulations, policies and compliance standards required for a CCWIS.
    • Duties also include oversight, planning, developing, testing and implementation for FACTS data cleansing, data conversion and data migration to the new CCWIS, UAT testing for pre-implementation and post-implementation defect resolution the archival of FACTS data, as well as the archival of FACTS data.
    • Provides after-hours on-call support for the Bureau's Centralized Intake Unit and also for the Office of Management Information Services (OMIS) should emergency system outages or special report requests by Executive leadership occur.

    This position will supervise three Health and Human Resources Program Manager 1 employees.

    Minimum Qualifications

    Training: Graduation from an accredited four-year college or university.

    Substitution: Additional experience as described below may substitute for the above training on a year-for-year basis.
    Experience: Three years of full-time or equivalent part-time paid experience in computer programming, office automation planning, purchasing and implementation of hardware and software, teleprocessing, system analysis, or supervision of computer operations.

    Substitution: A major in computer science may substitute for one year of required experience.

    Job Type: Full-time

    Pay: $47,287.00 - $87,480.00 per year
