    Recruitment Strategy Responsibilities

    • Serves as the case-manager for all physician and provider recruitment and onboarding activities ensuring effective and efficient processes that maximize recruitment outcomes and reduce Time-to-Hire (T2H).
    • Works with these partners to conduct recruitment search assessments to clarify position requirements and preferences.
    • Assesses physician and provider recruitment and retention needs and develops short and long-term recruitment strategies to optimize recruitment and retention outcomes and achieve health care system objectives.
    • Monitor's recruitment strategic activities and resources to mitigate risk.

    Customer Recruitment Planning Responsibilities

    • Meets with local hiring managers to conduct recruitment search assessments in order to develop tailored recruitment marketing and sourcing strategy.
    • Prepares and executes targeted recruitment and retention plans for the operation of an effective recruitment and retention program to increase the pool of qualified applicants and retain staff for the health system.
    • Advises on proper use of Appraised Value Offer (AVO), along with appropriate expenses authorized by the Federal Travel Regulations for the recruitment of hard-to-fill clinical and physician leader positions.
    Recruitment Operations Responsibilities
    • Meets regularly with COS, clinical service line managers, SSBP, DEO, PAO, SBU, and SSU to coordinate recruitment advertising and the sharing of recruitment information within the appropriate academic and/or professional community.
    • Authors recruitment advertisement content and coordinates appropriate approvals before publishing.
    • Coordinates with NRS on attendance at local job fairs and conferences.
    Data Capture and Analysis Duties
    • Forecast's physician and provider vacancies, mitigates recruitment, hiring and retention challenges, and utilizes data from various sources (Veterans Service Support Center (VSSC), ATS, Workforce Succession and Strategic Plan, etc.).
    • Maintains statistics on various aspects of recruitment and retention and incorporates this information in facility recruitment and retention reports.
    • Plans and conducts facility recruitment and retention program assessments through surveys, statistical studies, data analysis, and customer interviews to optimize recruitment outcomes and T2H.
    Work Schedule: Monday- Friday 8:00am -4:30pm

    The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

    SELECTIVE PLACEMENT FACTORS: This position includes a skill, knowledge, ability or other worker characteristic basic to -and essential for- satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. Evidence of the Selective Placement Factor must be reflected in your resume.
    • Comprehensive knowledge of effective marketing techniques needed to develop multi-faceted strategies to attract and appeal to various audiences.
    • Forecasting vacancies, mitigating recruitment, hiring and retention challenges.
    • Physician and/or advanced practice provider recruitment experience in either a Federal or Private Sector Hospital or Health Care System.
    To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria:
    Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: conducting recruitment and placement activities from for variety of professional, clinical, administrative and technical positions; troubleshooting internal and external staffing and placement issues; interpreting and applying qualification standards/requirements to determine applicant qualifications; providing technical guidance and consultation regarding rules and regulations laws, policies and procedures pertaining to recruitment and staffing and personnel actions.

    Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Supporting a Medical Center local recruitment and retention program; assess impact of recruitment and hiring processes on time to hire and recommend solutions for improvement; conduct job analyses on a wide variety of complex positions using research, interview, observation, and analytical techniques to gather, document, and analyze information to develop qualifications rating factors; explain the methodology to management; and provide technical advice to medical facility and Human Resources leadership in resolving the most difficult and controversial recruitment and retention problems including defining issues, determining applicable precedents, laws, or regulations, and identifying the most effective and efficient approach and technique to validate the correctness and propriety of the actions taken.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
