    Job Description

    JOB PURPOSE
    Under the direction of the President, plan, organize, manage and administer strategic marketing campaigns. Direct and implement public, media, college internal communications, community relations, and related planning and research activities on behalf of the college. Support enrollment management through marketing activities. Provide leadership and information management on public relations issues. Supervise, train, and evaluate the performance of assigned staff. Research, evaluate and manage interface with specialty vendors.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Serve as a member and/or resource of the President's Cabinet, providing professional counsel regarding sensitive and confidential issues which have potential impact upon the college's functional and political stability and/or external reputation.

    Direct and manage the development and implementation of goals and objectives.

    Plan, develop and coordinate college marketing and recruitment materials that create and maintain a consistent, positive and dynamic public image.

    Coordinate, schedule, facilitate and direct college public relations with all campus departments; coordinate all college advertising and publicity efforts. Serve as college's in-house advertising and public relations agency resource.

    Write and edit clear, concise, accurate and effective informational materials for public distribution while maintaining design and editorial standards to assure high quality of promotional literature. Provide direction to college creative development team and print production staff in the preparation of marketing collateral materials and for college special events.

    Direct and supervise the production and distribution of news releases, public service announcements, media advisories, selected administrative speeches, campus newsletters and articles relative to subjects that support the college goals with general print and electronic media, trade media and the college's web page.

    Coordinate with the district public information office, including media relations, campus outreach and district and board participation.

    Facilitate research into the most effective means of communication with different target markets, including print, broadcast and web media.

    Develop, write and implement a strategic marketing plan to enhance college and community relations in support of enrollment management activities.

    Understand, support, and adhere to the College's Graphic Standards and District publication protocols.

    Serve as chair of the Marketing and Recruitment Committee.

    Serve as a co-chair of Publications Committee.

    Serve as a member of several committees to include those directed towards enrollment issues, Recognition Ceremonies, Commencement, and others as assigned.

    Serve as a member of the Emergency Operations Center Command Team and as a member of the EOC Working Group.

    Serve on District wide Marketing and Recruitment Committee, provide coordination for joint projects as requested.

    Establish liaison with East County community, high schools as well as other educational institutions, the private sector, government agencies, news media, and public and community groups to enhance the image of the college.

    Oversee college public information outreach, including development and direction of distribution system to insure timely and direct delivery of college information materials throughout the service area.

    Serve as a spokesperson for college public information matters.

    Organize and execute selected special events, including development of collateral materials.

    Recommend, develop and administer policies and procedures.

    Establish and maintain cooperative and effective working relationships with others.

    Management of public relations and/or any other pertinent communication strategies.

    Assist in the development and maintenance of the college web page and electronic marketing.

    Recommend, prepare and administer a departmental budget.

    Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of staff and students.

    Prepare administrative and financial reports; maintenance of records.

    Provide work direction to others.

    Perform related duties as assigned by the President.

    EDUCATION AND EXPERIENCE:

    Any combination equivalent to: Bachelor's degree from an accredited college or university with major course work in communication, marketing, public relations or similar field of study and five years of experience in the public or private sector either working in the field as a journalist, public relations or communications professional. Additional experience and understanding of marketing, graphic production, media and community relations. Master's degree in business preferred.

    SPECIAL SKILLS OR REQUIREMENTS:
    • Principals and practices of effective public community and media relations.
    • Ability to analyze audience(s) and to promote college interest through oral and written communication.
    • Principles and practices of management and marketing, including branding and advertising.
    • Graphic production and the creation of collateral materials.
    • Correct English usage, grammar, spelling, punctuation and vocabulary.
    • Budget preparation and control.
    • Basic principles, practices and ethics of journalism.
    • Modern office practices, procedures and equipment.
    • Principles of establishing and maintaining good public and community relations.
    • Computing programs necessary for record keeping and databases.
    • College and District policies regarding enrollment, organization, operation and objectives.
    • Web page development and electronic marketing.
    • Ability to exercise leadership to advance the College's mission.
    • Ability to participate in the process, development, and achievement of the college vision, and communicate those concepts clearly and with enthusiasm.
    • Facilitate communication and understanding among faculty, staff, students, the community, within the framework of a multi-college district.
