Plan Design Coordinator works closely with clients to design group health, dental and/or life insurance plans to create an overall benefit package. Works alongside underwriters, but is not an underwriter role. Being a Plan Design Coordinator ensures that plan meets appropriate internal, as well as legislative guidelines. Requires a bachelor's degree or its equivalent. Additionally, Plan Design Coordinator typically reports to a supervisor or manager. The Plan Design Coordinator works on projects/matters of limited complexity in a support role. Work is closely managed. Water Services Plan Reviewer

  • Actively supports and upholds the City’s stated mission and values. Performs professional level duties ranging from routine to a complex nature associated with private development water and wastewater Water Services plan review, construction, and capital improvement project management.
     
    Under direct supervision of the Water Services Engineering Section Director, employees of this class are expected to exercise a fair amount of independent judgment, initiative, and professional skills and knowledge relating to reviewing utility construction plans, acting as manager on utility projects as assigned, representing utility concerns at Development Review Board meetings, private development review, planning and zoning meetings.  Performs related duties associated for utility programs.
     
     
    ADMINISTRATIVE DUTIES
    • Supervisory:  This job does not have formal supervisory responsibilities.
    • Budgetary:  This job has partial responsibility for budgeting (assists with formulating and monitoring) for the following types of funds and amounts: water, wastewater, reclaimed water, and stormwater capital improvement program and base budgets totaling about $40M/year. 
    • Strategic Planning:  This job has partial responsibility for strategic planning (assists with developing, implementing, and managing long and short-term goals).
    • Policies/Procedures:  This job has partial responsibility for policies and procedures (assists with developing, implementing, and interpreting).
    • Compliance: This job has partial responsibility (follows, assists in ensuring compliance with, and may enforce) Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.
    • Council Communications:  This job has partial responsibility for Council communication (assists with making recommendations and presentations, writing staff summaries, ensuring Performance Measures are met, and balancing needs with Council’s adopted priorities and direction).
    • Reporting:  This job has partial responsibility for reporting to Local agencies (gathers information, completes reports, and assists in addressing discrepancies in reporting) for the following reports/agencies: Arizona Department of Environmental Quality. 
    • Provides excellent customer service to both internal and external customers.
    • Reviews plats, construction plans, and design reports submitted by the developer's engineers for conformance to City standards and specifications, Arizona Department of Environmental Quality, and generally accepted engineering principles as well as policies prescribed by the Water Services Director.
    • Researches and prepares utility staff background and recommendation reports.
    • Proficiency with the City’s water and sewer hydraulic models.
    • Prepares technical information and performs calculations for inclusion into the Water Sewer Impact Analysis (WSIA) developer reports for review by the Engineering Section Director.
    • Acts as project manager on utility projects; assigned projects are of a routine to moderately complex nature.
    • Coordinates utility projects with various government agencies, developers, contractors, and City staff.
    • Reviews contractor and consultant pay requests.
    • Handles citizen complaints and suggestions relating to Water Services projects.
    • Works with Customer Service to review invoices for meter and capacity fee payments to Water Services.
    • Attends and represents Water Services concerns at the Development Review Board, as assigned.
    • Assists developers, contractors, and the general public with City policies, procedures, and general problems that may come up in regard to a Water Services project.
    • Reviews environmental assessments for Water Services projects.
    • Performs related duties associated with utility programs.
    • Other duties as assigned.
    MINIMUM REQUIREMENTS
    • Bachelor’s Degree in engineering, hydrology, environmental sciences or related field.
    • Three years of experience with plans review, project management, and contract administration related to water and wastewater systems design, construction and maintenance
    • Or any combination of education, experience, and training equivalent to the above Minimum Requirements. 
     
     
    DESIRED EXPERIENCE AND TRAINING
    • Design experience, especially as it relates to water, wastewater, and public works systems.
    • Experience with WaterGEMS 
    • Experience with SewerGEMS
    • Possession of a Engineer-in-Training or Professional Engineer license in Arizona
     
     
    OTHER REQUIREMENTS
    • Must possess, or obtain upon employment, a valid Arizona driver’s license.
    • Regular attendance is an essential function of this job to ensure continuity.
    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)
    • Working knowledge of modern principles and practices of civil engineering, especially as they pertain to utility and public works projects.
    • Working knowledge of modern methods, engineering specifications, and techniques as applied to the design, construction, and maintenance of water distribution, and wastewater collection utility systems.
    • Working knowledge of federal, state and local regulations and laws relating to water and wastewater Water Services.
    • Working knowledge of modern methods and techniques as applied to the design of public works projects.
    • Working knowledge of current literature and research in the field of Water Services and public works construction and best practices.
    • Skills and abilities in making computations and estimates in reviewing plans and design projects.
    • Knowledge of computer network systems.
    • Ability to write technically oriented reports and correspondence clearly and concisely.
    • Ability to evaluate technical engineering and statistical data in order to arrive at a valid conclusion.
    • Ability to read construction designs and plans.
    • Ability to coordinate and communicate utility matters with other departments, divisions, agencies, developers, contractors, consultants, and individuals involved in the review process. 
    • Ability to establish and maintain effective working relationships with other employees, other agencies, developers, contractors, and the general public.
     
     
     
    PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
    • While performing the duties of this job, the employee is occasionally required to stand and climb or balance, regularly required to walk, reach with hands and arms and stoop, kneel, crouch or crawl, and frequently required to use hands to finger/handle/feel, sit, and talk or hear.   
    • The employee must regularly lift and/or move up to 10 pounds.
    • Vision requirements for this position include close vision, distance vision (clear vision at 20 feet or more), color vision (ability to identify and distinguish colors), peripheral vision (ability to see up, down, left, and right while eyes fixed on a given point), depth perception (three-dimensional vision, ability to judge distances and spatial relationships), and ability to adjust focus (ability to adjust the eye to bring an object into sharp focus). 
    • Working conditions include occasionally working in wet or humid conditions (non-weather), work near moving mechanical parts, fumes or airborne particles, outdoor weather conditions, risk of electrical shock and vibrations. 
    • The noise level in the work environment is usually Moderate noise (examples: business office with computers and printers, light traffic).
