Plan Review Coordinator

  • Responsible for inspections of commercial food establishments and institutional facilities. Enforces local, state, and federal regulations regarding these establishments and will perform assignments directly related to the preparation of gaining full understanding and experience of food/manufacturer establishment building code requirements and plan reviews. Provides oversight and coordination of the plan review process; assists and communicates with staff, supervisors, contractors, and architects regarding submission and review of plans; assists with construction inspections; and performs visual and technical analyses of manufactures and commercial food/institutional facilities as set forth in state and local public health laws.The following functions represent most of the duties performed by the position but is not meant to be all-inclusive or prevent other duties from being assigned when necessary.
    JOB FUNCTIONS:
    1. Conducts physical inspection of food establishments and institutional facilities and existing or proposed businesses using prescribed compliance review procedures. Operates field testing equipment and conducts tests for interpretive analysis.
    2. Works cooperatively with Food Program Training Officer(s) and management team to support new staff training efforts and expectations as outlined in Voluntary National Retail Food Regulatory Program Standard requirements in Standard Two and Standard Four.
    3. Prepares technical and non-technical reports and maintains records of investigative activities. Prepares required documentation for review prior to submission to state or federal agencies.
    4. Investigates complaints, conducts food borne illness investigations; collects official samples of food and food related products; writes enforcement letters and submits related documentation to local, state, and federal agencies.
    5. Interprets applicable regulations/ordinances to determine compliance or appropriate corrective measures to be taken; initiates enforcement procedures and recommends and implements compliance actions such as warnings, fines, informal hearings, formal hearings, and license suspension or closure. Conducts follow-up investigations to monitor progress towards long-term compliance.
    6. Organizes and oversees submitted establishment construction plan review processes to include review and interpretation of construction and/or remodeling for compliance with all relevant codes, policies, regulations, and standards. Manages plan review turn-around time and completion while also following up on plans placed on hold.
    7. Recognizes, evaluates, and resolves unique construction and plan related problems or situations. Recommends and implements changes to plan review policies and procedures to ensure plan review process is effective and efficient. Coordinates plan review training for program staff and provides technical assistance with plan review and on-site construction inspections. Provides on-going individualized training to staff as needed to improve skills and abilities.
    8. Communicates with program staff, Health Department management, outside agencies, architects, and contractors to facilitate the plan review process, relay code requirements, and/or resolve problems. Ability to explain and interpret code provisions and local & state regulations, answer questions about the plan review submission process, and respond to general food business inquiries.
    9. Travels to construction sites and performs inspections of new or existing facilities during various stages of construction, including remodels, renovations, and repairs, to ensure compliance, both independently and with other staff.

    10. Prepares, reviews, and finalizes plan review letters while ensuring comprehensive and grammatical composure. Performs final check on all outgoing plan review documentation to ensure accuracy and consistency.
    11. Works with administrative support staff to ensure prompt turnaround of reports, update review documents as needed, and develop internal and external correspondence.
    12. Study new materials, methods, and building construction applications to keep abreast of modern developments. Propose innovative equipment or plan review technology as needed to improve plan review and construction inspection process.
    13. Participates in licensure and certification programs. Completes required training in support of duties and responsibilities of this position.
    14. Other duties as assigned including conducting epidemiological investigations and those required to fulfill activities in support of public health emergency operations.Education - Baccalaureate degree in physical, natural, or biological science, public health, environmental health, environmental science, or related field is required with a minimum of thirty (30) semester hours in natural, physical or biological sciences, public health, and/or environmental health.
    Experience – Minimum of two years’ experience as a sanitarian and acumen for construction regulations and inspections preferred.
    Skills –
    • Material Resource Skills are required in the operation, maintenance of computers and monitoring / detection equipment.
    • Organizational skills to ensure deadlines are met.
    • High level of attention to detail. Ability to accurately read architectural and construction plans, blueprints, schematic drawings, and specifications and interpret compliance with accepted regulations, standards, and division procedures.
    • Good oral and written communication skills required to effectively communicate with Department staff and outside agencies when conveying regulations, information regarding inspections, enforcement, and plan review processes and procedures.
    • Customer service-minded with internal and external customers and ability to resolve issues in an amicable, fair, and consistent manner.
    • Some knowledge of the functional responsibilities and operation of other city departments.
    • Ability to detect and identify deficiencies in materials or workmanship and to determine appropriate corrective measures.
    • Ability to interpret and apply plans, specifications, drawings, diagrams, and blueprints to work in process.
    • Ability to enforce applicable codes with firmness, tact, and impartiality.
    • Ability to effectively utilize a personal computer using plan review software.
    Licenses –
    • Full Registration with the Sanitarian Advisory Council, Oklahoma State Department of Health.
    • Valid Oklahoma driver’s license.
    INTERNAL AND EXTERNAL WORKING RELATIONSHIPS:
    • Internal contact with coworkers, supervisors, Program Manager, and other Health Department personnel and management.
    • External contact with citizens regarding complaints and communication of compliance requirements; and architects, contractors, and outside agencies in compliance of plan review regulations and processes.
    • Occasional program media spokesperson to discuss program position for an investigation, story, or environmental/public health issue.


    SUPERVISORY RESPONSIBILITY/ACCOUNTABILITY:
    Direct Supervision – None.
    Indirect Supervision – Functional guidance to inspectors and office staff in conjunction with plan review process.
    Budget/Money/Material – Responsible for assigned equipment, license applications, and following money handling policies.
    Reports to – Field Supervisor, Food Program Manager, Associate Director

    SPECIAL REQUIREMENTS:
    • Must maintain THD record confidentiality according to HIPAA regulations.
    • Must possess ability and willingness to perform job-related travel.
    • Must be available for after-hours and emergency response.
    • The Oklahoma State Department of Health and the Tulsa City-County Health Department will require all applicants and incumbents at this level to be eligible for registration with the Department of Registration, Oklahoma State Department of Health, provided in 59 O.S., Section 1150.7, which states in part:
    A. Applicants for certificate of registration as a sanitarian or environmental specialist shall be approved for registration by the Council upon compliance with the following:
    1. Have two (2) years of postgraduate, full-time experience working in the fields of public health or environmental protection.
    2. Have a four-year baccalaureate degree with a major in public health, environmental health, environmental science, physical science, natural science, biological science, agricultural science, or equivalent, from an accredited college or university with at least thirty (30) semester hours of work in physical, natural and biological sciences, public health and/or environmental health or environmental protection or both environmental health and environmental protection;
    3. Pass an examination prescribed by the Council, demonstrating knowledge, and understanding of the principles of sanitation and of the physical, biological, and environmental sciences; and
    4. Pay applicable examination and registration fees.
    B. Upon compliance with subsection A … the Commissioner shall issue a certificate of registration as a registered professional sanitarian or registered professional environmental specialist….
