This position is remote, but occasional travel for training and meetings may be required, so preference will be given to a current resident of Pennsylvania.
The Director of Treasury Operations position reports to the Chief Financial Officer and is responsible for independently administering the System’s capital management and cash management operations on behalf of the 10 universities and the Office of the Chancellor. The Director of Treasury Operations leadership and management of an approximately $1.7 billion bond portfolio and an investment portfolio ranging from $0.9 – $1.3 billion throughout the fiscal year’s cash cycle adds value to the System by obtaining low-cost financing, optimizing investment return through efficient cash management, managing finance programs effectively, and mitigating financial risk.
The Director of Treasury Operations supervises the Treasury Analyst in bond issuance, management and accounting responsibilities; cash management operations; and the efficient operation of the department. The Director is responsible for managing key third party contracts that are central to the treasury function, these include centralized banking and investment management, financial advisory, and other services. Primary customers are the Universities’ Fiscal and Administrative Vice Presidents, related University finance and facilities planning personnel, external investment rating agencies (e.g., Moody’s, Fitch), and the Pennsylvania Higher Educational Facilities Authority.
