    The Director of Treasury Operations position reports to the Chief Financial Officer and is responsible for independently administering the System’s capital management and cash management operations on behalf of the 10 universities and the Office of the Chancellor. The Director of Treasury Operations leadership and management of an approximately $1.7 billion bond portfolio and an investment portfolio ranging from $0.9 – $1.3 billion throughout the fiscal year’s cash cycle adds value to the System by obtaining low-cost financing, optimizing investment return through efficient cash management, managing finance programs effectively, and mitigating financial risk.

    The Director of Treasury Operations supervises the Treasury Analyst in bond issuance, management and accounting responsibilities; cash management operations; and the efficient operation of the department. The Director is responsible for managing key third party contracts that are central to the treasury function, these include centralized banking and investment management, financial advisory, and other services. Primary customers are the Universities’ Fiscal and Administrative Vice Presidents, related University finance and facilities planning personnel, external investment rating agencies (e.g., Moody’s, Fitch), and the Pennsylvania Higher Educational Facilities Authority.

    Responsibilities include:

    • Implements and manages investment strategies including monitoring alignment of financial strategies with market practices/conditions and risk considerations; recommending updates to investment and debt policies and procedures/standards as appropriate; and fulfillment of reporting requirements.
    • Manages the procurement, implementation, and oversight of System-level contracts for centralized banking, investment management, financial advisor, and other services.
    • Serves as the lead in the issuance and management of all System bond debt. Responsible for the corporate trust relationship for the State System’s bonds. Represents the State System and maintains excellent investor relations with rating agencies; issuing authorities; the System’s financial advisor; bond counsel; securities underwriters; institutional investors; trustees; and bond insurance companies.
    • Oversees the investment management contract that encompasses investment of operating capital, including cash flow forecasting, credit analyses, yield curve management, risk management, asset allocation, and investment policy compliance and reporting.
    • Analyzes University bond financial requests for capital projects and oversees the regular monitoring of debt, debt capacity, and cash for the State System and its respective Universities, including ratio analysis, short- and long-range forecasting, and impact analysis.
    • Oversees reconciliation of the investment portfolio assets with participant records; provides key audit schedules and process and control narratives to the System’s controller for financial reporting.
    • Manage the System Investment Fund Loan Program ensuring compliance with the System’s Investment Policy, executing loan documents and payment schedules, and providing required schedules for financial and audit purposes.
    • Ensure accurate and complete bank account maintenance including authorized signatures and approvers, opening and closing accounts, managing employee access to banking systems, and adding services.
    • Directly supervises the Treasury Analyst. Reviews the reconciliations, analyses, journal entries, reconciliations, and analyses prepared by this role.

    Minimum Qualifications

    • A minimum of a bachelor’s degree in finance or closely related discipline.
    • A minimum of seven years of progressively responsible, relevant experience that demonstrates knowledge of capital, cash management, bond issuances, and investments.
    • Strong interpersonal skills and a commitment to collaboration and collegiality.
    • Strong technology skills including advanced Excel capabilities are required.
    • Excellent written and oral communication skills.

    Preferred Qualifications

    • A related graduate degree (e.g., MBA) and/or additional relevant professional certification is preferred.
