    JOB SUMMARY:
    The Manager/Director, Forward Planning is a key role intended to bridge the gap between acquisition and development related activities. After the acquisition team contracts for a new deal, the Manager, Forward Planning will initiate and complete all necessary due diligence, entitle all communities post Land Committee approval, and successfully steer new communities through the kickoff and new community opening process. The position will be responsible for tracking, overseeing, and coordinating the processing of architecture, tentative maps, improvement plans, development permits, and agency approvals for all new communities.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Acquisition Support
    • Responsible for assisting the acquisition team as needed with regards to planning, consultant oversight & report review, timelines and budgets.
    Land Schedules/Budgets
    • Responsible for overseeing project schedule and budgets for new & existing communities to ensure compliance with land committee approvals.
    Consultants
    • Responsible for overseeing and/or performing the contracting and day-to-day management of a team of consultants that will include Architects, Civil Engineers, Structural Engineers, Landscape Architects, etc.
    Human Resource Management
    • Supports the VP, Forward Planning & Land Development with the day-to-day personnel management of the planning staff.
    Entitlements
    Responsible for overseeing and/or performing the following:
    • Processing through approval of Environmental Impact Reports (EIR), Mitigated Negative Declarations, etc.
    • Processing applications for Planned Development, Rezoning, Tentative Map, Development Agreements, Design Review, General Plan Amendments, Variances, LAFCO applications, etc.
    • Attend, participate, and present at City Council, Planning Commission, Public Outreach Events, etc.
    • Work with Local, State and Federal Agency staff on behalf of KB Home.
    Final Engineering and Permitting
    Responsible for overseeing and/or performing the following processing and approvals:
    • Tentative Maps, Final Maps, and Condo Plans
    • Improvement Plans (in-tract and off-tract)
    • Landscape Plans (model, production, parks, and other public amenities, etc.)
    • Architectural, Structural, T-24, MEP, Fire Sprinkler, & Solar Plans, including Trusses
    • Misc. Grading Plans and Phasing Plans, including Encroachment Permits, Grading Permits, etc.
    • Plot Plans, including all Building Permits and applications, etc.
    • Agency Agreements (Affordable Housing, Subdivision Improvement, Development, Reimbursement, etc.)
    • Lot-line adjustments, Right-of-Way (ROW) Acquisitions, Easements, Land Dedications, etc.
    • Form and/or Annex into Community Facilities Districts, Assessment Districts, etc.
    Associations
    Responsible for overseeing and/or performing the following:
    • Manage, develop, participate as a board member, and maintain strategic relationships with HOAs
    EDUCATION/EXPERIENCE/MINIMUM REQUIREMENTS:

    Education:
    • Bachelor’s Degree required (Civil Engineering, Urban Planning, Architecture, or similar discipline)
    Experience:
    • 4 years of Forward Planning, Civil Engineering, Urban Planning, Architecture or similar experience.
    • Home building experience required and managerial experience preferred.
    Knowledge, Skills & Abilities:
    • Proven ability to manage multiple priorities in efficient and accurate manner
    • Proven ability to multi-task and complete tasks within a scheduled time frame
    • Understanding of fundamental Real Estate and Urban Planning concepts
    • Exceptional communication skills both written and verbal
    • Strong analytical and organizational skills
    • Proven strength in management, interpersonal and presentation skills
    • Consistently shows attention to detail
    • Intermediate computer skills are a necessity (Excel, Microsoft Project)
    COMPENSATION AND BENEFITS:
    • Base Salary: The expected base salary range for the Manager level is $125,000-$135,000 per year depending on experience paid semi-monthly. The expected base salary range for the Director level is $145,000-$165,000 per year depending on experience paid semi-monthly.
    • Bonus: This position is eligible for an annual bonus discretionary bonus.
