    • The incumbent serves as the Safety and Occupational Health Manager for the Defense Finance and Accounting Service Central Site, reporting to the Administrative Services Manager.
    • Plans, organizes, directs, operates and evaluates a comprehensive safety and occupational health program for the Central Site that is consistent with agency missions.
    • Advises top management of appropriate measures and alternative courses of action, which will achieve mission goals with a minimum risk of injury to personnel, damage to property, and exposure to liability under the law.
    • Develops and implements local safety and occupational health policy, rules, and instructions, seeking the cooperation of supervisors to eliminate unsafe working conditions and environmental hazards.
    • Investigates accidents and mishaps. Searches for clues, study variables, question witnesses, and retrace sequences to uncover the sources of reported injuries or illnesses.

    Qualifications

    Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 for GS-09 level; GS-09 for GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

    Specialized Experience for a GS-09 is defined as: assisting in the planning, organizing, and evaluation of safety and occupational health programs; implementing local safety and occupational health policies; and investigating and documenting accidents and mishaps.

    Specialized Experience for a GS-11 is defined as: Apply recognized safety, environmental, and health principles, standards, laws and techniques to assist in the management and evaluation of a safety or occupational health program or program element; provide technical advice and guidance to management and employees on occupational safety and health requirements; assist in the development of standards, regulations, practices and procedures to eliminate or control potential hazards; and assist in inspecting work practices policies and procedures for compliance with established safety and occupational health policies or standards.

    Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

    Substitution of Education for Specialized Experience:

    GS-09: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.

    GS-11: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

    If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.
