Our client, OSB Community Bank, is seeking candidates for a part-time Human Resources Manager, working approximately 15-20 hours per week.
POSITION SUMMARY: Works closely with leadership to foster/promote desired Bank culture. Administers human resources policies and programs, including employee relations, compensation, benefits, recruitment, and training. Champions organizational change. Maintains and upholds all applicable compliance and regulatory guidelines.
PRIMARY ACCOUNTABILITIES AND RESPONSIBILITIES:
1. Coaches and counsels employees on human resources issues. Serves as mediator, coach, advisor, and facilitator. Maintains and models effective communication, both written and verbal. Maintains compliance with established personnel guidelines/procedures. Provides assistance and counseling with interpretation of human resources guidelines to both management and staff.
2. Administers and maintains the Bank's wage and salary administration and performance appraisal/management programs. Assists with administration of incentive compensation programs for all levels of staff and management. Tracks results and verifies accurate cash payouts per plan provisions.
3. Establishes and monitors recruitment/retention policies and practices. Coordinates recruiting, screening, interviewing and selection activities, including establishment of recruiting sources. Approves requisitions, directs placement of employment advertisements and coordinates scheduling of interviews. Provides assistance and training to managers/supervisors in the interview process, ensuring selection of candidates are best suited for the position and the Bank. Extends offers of employment.
4. Reviews completed performance reviews and counsels supervisors/managers on coaching and performance issues. Monitors and reports on employee turnover.
5. Recommends and implements bank wide human resources policies, programs, and objectives. Maintains the Bank's Employee Handbook and supporting procedures. Organizes and coordinates Bank's employee in-house communication tools and recognition programs. Implements recognition programs to derive maximum possible loyalty between Bank and staff.
6. Administers and maintains the Bank's benefit and retirement programs, including working with benefits brokers and comparing current benefits to the market. Monitors and reports on costs.
7. Oversees health and safety programs for the Bank, including first aid, ensuring OSHA regulation compliance, Workers Compensation claims are filed, and preventative actions taken, and health opportunities are afforded Bank employees.
8. Oversees the Bank's employment record keeping and payroll function. Follows all regulations and retention requirements.
9. Other duties as may be assigned.
EDUCATION, EXPERIENCE, AND OTHER REQUIREMENTS:
- Bachelor’s degree plus specialized Human Resources training preferred
- Minimum of 5 years HR generalist or manager experience or equivalent combination of education and experience
- Specialized training in human resources (i.e., ABA Human Resources School, SHRM certification of PHR/SPHR) a plus
