Plant Manager directs a plant or production facility's overall operations. Sets and implements policies and procedures that guide plant operations' productivity, quality, and cost efficiency. Being a Plant Manager utilizes operational metrics to analyze productivity and set performance targets to achieve production goals. Develops and deploys manufacturing practices focused on quality and continuous improvement. Additionally, Plant Manager develops and implements plant safety and security inspections, auditing, and training procedures to meet OSHA and other required regulations. Collaborates with multi-functional plant teams, including finance, engineering, materials, quality assurance, and human resources. Leads or participates in labor relations negotiations and engages with union leadership involving plant operations. Typically requires a bachelor's degree in manufacturing engineering or equivalent. Typically reports to senior management. The Plant Manager manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Plant Manager typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     REPORTS TO: Manager of Plant Operations or Manager of Public Works

    SUPERVISES: N/A


    WORKING HOURS: This is an hourly position. The incumbent is expected to work the necessary hours to meet the needs of a 24 hour establishment.


    SUMMARY: Under supervision of the Manager of Plant Operations or Manager of Public Works, performs skilled tasks related to the operation and maintenance of water production, treatment and distribution facilities and wastewater treatment and collection facilities. Plant Operator may give direction to Plant and Public Work staff during special projects.


    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    1. Monitors, operates and maintains water and wastewater treatment facilities.
    2. Plans, organizes, controls, integrates and evaluates the work of plant operations personnel.
    3. Contributes to the development of and monitors performance against the annual plant operations budget.
    4. Operates water production, treatment and distribution facilities.
    5. Coordinates repairs and maintenance.
    6. Prepares technical reports.
    7. Responsible for developing and implementing safety program
    8. Keeps records, maintains files and prepares a variety of special reports.
    9. Performs a variety of operational calculations to improve operations and reduce costs.
    10. Utilize computers for monitoring, reporting and operating of facilities.
    11. Troubleshoots and diagnoses malfunctions or process problems.
    12. Recommends and performs corrective actions.
    13. Maintains and repairs various treatment plant components.
    14. Recommends process adjustments based on analytical results.
    15. Train and supervise subordinate personnel.
    16. May be required to work weekends and/or holidays.
    17. May be required to be "on-call".
    18. Commits to the Team R.O.C.K. Philosophy.
    19. Acts as a role model and always present oneself as a credit to River Rock Casino and encourages others to do the same.
    20. Meets the attendance guidelines of the job and adheres to regulatory, department and company policies and procedures.
    21. Attends all required meetings and training.
    22. Maintains confidentiality at all times.
    23. Performs other duties as assigned.

    SUPERVISORY RESPONSIBILITIES: No supervisory responsibilities for this position.


    QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and ability required.

    1. Two years experience in the operation and maintenance of water and wastewater systems.
    2. Ability to supervise and participate in the operations of equipment.
    3. Read and interpret technical illustrations, blueprints, maps, plans, specifications, wiring, and pneumatic diagrams.
    4. Interpret, explain and apply federal law, regulations, policies and procedures; prepare clear, accurate and concise technical reports.
    5. Must be able to work independently.
    6. Must be able to get along with co-workers and work as a team.
    7. Must present a professional appearance at all times.
    8. Must be able to maintain a high degree of confidentiality with respect to all matters pertaining to the gaming enterprise business.

    EDUCATION:

    1. A High School diploma or equivalent (GED).
    2. Specialized training in water and wastewater treatment.

    LANGUAGE SKILLS:

    1. Must be able to read, write, speak and understand English.
    2. Excellent oral and written communication skills are important to the successful conduct of this position.
    3. Ability to write accurate, grammatically correct, polished reports and business correspondence.
    4. Must be able to speak with the public in a professional manner.

    MATHEMATICAL SKILLS:

    1. Ability to add, subtract, multiply, and divide in all units of measure-must.

    REASONING ABILITY:

    1. Ability to proactively streamline processes for company's return on investment.
    2. Ability to define problems, collect data, establish facts, and draw valid conclusions.
    3. Ability to interpret an extensive variety of instructions furnished in written, oral, diagram or schedule form.

    LICENSES, CERTIFICATES, REGISTRATIONS:

    1. Valid Grade T2 Water Treatment Operator Certification.
    2. Valid Grade D2 Water Distribution Operator Certification.
    3. Valid Grade 2 Wastewater Treatment Plant Operator Certification.
    4. Must possess a valid California Driver's License with a clean driving record.
    5. Must be able to obtain and maintain a license from the Dry Creek Gaming Commission.

    PHYSICAL DEMANDS:

    1. Must be able to maneuver around all areas of the WWTP and if needed the casino.
    2. Must be able to sit and/or stand for extended periods of time.
    3. Requires the ability to perform heavy physical labor, at times under adverse weather conditions, including (but not limited to) bending, stretching, crawling, climbing, stooping, twisting, and working in confined areas.
    4. Must be able to lift up to 75 pounds.
    5. Must have manual dexterity to operate a computer and other necessary office equipment.
    6. Must be able to bend, reach, stoop, kneel, twist and grip items.
    7. Must be able to respond to visual and audio cues.
