Plant Operations Manager oversees the daily operational activities of a plant or production facility. Develops and manages production schedules to meet internal volume, cost, and quality goals. Being a Plant Operations Manager utilizes operational metrics to analyze productivity, identify issues, and set performance targets to achieve production goals. Implements plant safety and security inspections, auditing, and training procedures to meet OSHA and other required regulations. Additionally, Plant Operations Manager oversees staffing and development of all production supervisors and staff and facilitates labor relations. Typically requires a bachelor's degree in manufacturing engineering or equivalent. Typically reports to a director. The Plant Operations Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Plant Operations Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     This position serves as a first-line supervisor to oversee Shoe and Sign factories. Means of supervision will include modern management methods, Lean principles, strategic planning, use of financial information and computer technology with a focus on Building Bridges to Success through the Division values of PARTNERSHIP. This position provides day to day direction and overall supervisor to staff at both the Shoe and Sign industry production/service operations. The purpose of this job is to ensure manufacturing operations are maintained with supplies, equipment, and materials to produce quality products which meet the customer’s expectation and delivered in a timely manner. In doing so, these operations provide prisoners with skill sets and work experience to enhance their possibility of success upon release from prison.

    There may be multiple shifts running at these operations. Based upon seniority, it is possible shift hours may change.

    Education typically acquired through completion of high school.

    EXPERIENCE:
    Industries Supervisor 13 Two years of experience equivalent to an Industries Production Leader E10 or one year equivalent to an Industries Supervisor 12.

    This position has two subclass codes with a requirement of 6 years' experience for the 13 level:
     
    INDSPSIGN: Supervision of or experience in manufacturing metal, wood, plastic, canvas, or vinyl signs designed with a computer graphics program and made with various types of equipment used in the manufacturing of signs including silk screening and inking processes with knowledge of product warehousing, shipping, and receiving.

    INDSPSHOE: Supervision of or experience in manufacturing shoes and boots and related footwear, orthopedic shoes per doctor prescription, and belts.All positions except for 14 level supervisors are assigned subclass codes.  Individuals appointed to positions that are subclass coded must possess the required specialized experience, training, or license.  Individuals appointed to positions that are assigned more than one subclass code must meet at least one of the subclass code requirements; otherwise, applicants will be considered for appointment only in those industries for which their experience is appropriate.  Subclass code definitions and requirements are published on the Civil Service website.
