Plant Superintendent supervises and coordinates workers' activities in all phases of plant operations. Develops and manages production and maintenance schedules to meet internal volume, cost, and quality goals. Being a Plant Superintendent utilizes operational metrics to analyze productivity, identify issues, and achieve production goals. Troubleshoots operational, materials, equipment, and staffing problems and coordinates solutions. Additionally, Plant Superintendent implements plant safety and security inspections, auditing, and training procedures to meet OSHA and other required regulations. Typically requires a bachelor's degree in manufacturing engineering or equivalent. Typically reports to a director. The Plant Superintendent manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Plant Superintendent typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Oversees and manages the City’s water treatment plant, wastewater treatment plant, compost system, water storage reservoirs, and sewer pump stations. Provides leadership in overall operation, maintenance, and administration of the facilities and assures that all facilities are in regulatory compliance. Supervises operations and maintenance staff.

    EXAMPLE OF DUTIES
    Supervision of Staff and ActivitiesPlans, schedules, and directs day-to-day activities for assigned personnel.Supervises, trains, and evaluates the performance of employees.Leads, motivates, and develops staff towards attaining needed trainings, skills, certifications, and professional development.Monitors and ensures assigned staff compliance with City/departmental policies, procedures, and state/federal regulatory requirements.Provides both technical and safety guidance to assigned staff, ensuring compliance with safety standards and regulations.Effectively and efficiently deploys equipment, materials, and labor to cost-consciously operate and maintain all facilities to a high operational standard. Budget and Administrative DutiesAssists with preparation, administration, and monitoring of Plant Operations budgets and reviews and monitors monthly budget reports.Prepares capital improvement and major maintenance plans.Manages project delivery, including coordination with general contractors, vendors, engineers, and other agencies.Maintains various records relating to equipment, supplies, and maintenance schedule reports.Participates in the development, implementation, administration, and review of Plant operational policies and procedures.Maintains a working relationship with the Department of Ecology and the Department of Health enforcement officers. Provides liaison coordination within the Public Works Department on monitoring matters.Procures materials and supplies needed for program operations following established guidelines for purchasing.Develops and maintains asset management and preventative maintenance programs.Operational Work (as needed)Operates full range of treatment plant equipment (pumps, chemical feeders, controllers, motors, etc.).Operates electrical testing tools, laboratory equipment, and process monitoring instrumentation. OTHER DUTIESRepresents the City and/or the Public Works Department to outside agencies and the public as needed. Attends and participates in a variety of meetings pertaining to Public Works matters and issues as needed.Responds to inquiries, concerns, and complaints from citizens, staff, and regulatory agencies.Serves as a member of the Public Works Leadership Team.Performs other related duties as needed and assigned.

    SUPPLEMENTAL INFORMATION
    Must have a valid driver’s license and appropriate insurance at the time of hire for work-related travel. Must pass appropriate background checks. Possess a State of Washington Department of Ecology Wastewater Plant Operator Class 3 Certification and a State of Washington Department of Health Treatment Plant Operator Class 4 Certification, or ability to obtain in 3 years. Must maintain on-call status for 24-hour emergency call-out; remain available by City-issue cell phone at all times, to the extent practical.
