Plant Superintendent supervises and coordinates workers' activities in all phases of plant operations. Develops and manages production and maintenance schedules to meet internal volume, cost, and quality goals. Being a Plant Superintendent utilizes operational metrics to analyze productivity, identify issues, and achieve production goals. Troubleshoots operational, materials, equipment, and staffing problems and coordinates solutions. Additionally, Plant Superintendent implements plant safety and security inspections, auditing, and training procedures to meet OSHA and other required regulations. Typically requires a bachelor's degree in manufacturing engineering or equivalent. Typically reports to a director. The Plant Superintendent manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Plant Superintendent typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • JOB SUMMARY

    This position plans and supervises the efficient administration, operation and maintenance of the City’s wastewater treatment facility and lift stations, ensuring compliance with strict water quality standards; and performs other technical, administrative and supervisory work as required. The incumbent works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.

    ESSENTIAL JOB FUNCTIONS:

    • Plans, directs and supervises the efficient operation and maintenance of the City’s wastewater treatment facility and pump stations;
    • Ensures plant compliance with strict water quality standards as established by State Department of Health and Environmental Control, City and County policies and procedures, and all other applicable laws, regulations, and standards of quality and safety;
    • Supervises the work of subordinate staff; supervisory duties include scheduling; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; and recommending employee discipline and discharge;
    • Reviews the work of subordinates for completeness and accuracy; evaluates performance and makes recommendations as appropriate; offers advice and assistance as needed;
    • Coordinates and schedules training for operators on new and existing plant operations and safety procedures;
    • Develops and administers the division’s annual operating and capital improvement budgets; reviews and approves all expenditures;
    • Coordinates and schedules the activities of facility personnel and treatment processes to maintain optimum effectiveness and efficiency;
    • Develops treatment strategies to meet new and existing regulations;
    • Inspects equipment and processes to determine efficiency of operations, maintenance requirements, and cleanliness;
    • Reviews reports prepared by subordinates and determines what changes in operating routines may be necessary for various shifts; supervises the maintenance of required records and reports;
    • Prepares reports of plant processes and operations as required by regulatory agencies and the City;
    • Works with consulting engineers, equipment manufacturers/vendors, and construction contractors in the upgrade and/or modification of facilities and equipment;
    • Assists subordinates with plant operations as needed;
    • Coordinates plant activities and functions with those of other City divisions, departments, County departments and outside agencies as appropriate;
    • Receives and responds to inquiries, concerns, complaints and requests for assistance from customers and the general public regarding areas of responsibility;
    • Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, conducting and attending meetings, entering and retrieving computer data, copying and filing documents, answering the telephone, etc.;
    • Attends meetings, training, seminars, etc., as appropriate to enhance job knowledge and skills;
    • Serves on call 24 hours per day to ensure uninterrupted service for customers; and
    • Performs other related duties as assigned.

    MINIMUM REQUIREMENTS TO PERFORM WORK:

    • Associates Degree in a engineering, natural sciences, or closely related field;
    • Eight (8) years of relevant prior experience;
    • Valid South Carolina Class “D” Driver’s License.

    Knowledge, Skills and Abilities:

    • Knowledge of mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes;
    • Knowledge of personal computer equipment with skill in doing data entry and in the use of Microsoft Office 2000 preferred, utilizing Outlook, word processing, and spreadsheet software programs;
    • Ability to plan or direct others in the sequence of major activities and reporting on operations and activities which are very broad in scope;
    • Ability to supervise or lead others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency;
    • Ability to supervise the activities of those operating or repairing complex machinery or equipment that requires extended training and experience, such as utility plant equipment, heavy equipment, or the application of complex software or systems; may involve installation and testing;
    • Ability to perform supervisory work involving policy and guidelines, solving both people- and work-related problems;

    · Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;

    · Ability to perform professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures; and

    · Ability to make decisions, affecting most segments of the organization and the general public; works in a highly dynamic environment; responsible for establishing goals, objectives and policies.

    PHYSICAL DEMANDS:

    The work is considered medium in nature and involves walking, standing, stooping, stretching or lifting all of the time and also involves exerting between 20 and 50 pounds of force on a recurring basis, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy. The work requires the following physical abilities to perform the essential job functions: climbing, fingering, hearing, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, stooping, talking, visual acuity, and walking.

    WORKING CONDITIONS:

    Work environment may involve exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, moving machinery, electrical shock, heights, toxic/caustic chemicals, disease / pathogens, confined spaces; and is dynamic that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.

    Pay: $113,062.00 - $137,448.00 per year
