Police Lieutenant supervises a team of police sergeants and other law enforcement support staff. Responsible for officer assignments, patrol operations, and investigations. Being a Police Lieutenant prepares and reviews reports. Ensures all policies and procedures are followed. Additionally, Police Lieutenant coordinates in-service training, staff performance evaluation and development. Requires a bachelor's degree in criminal justice or closely related field. Typically reports to a chief of police or police captain. The Police Lieutenant typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     Reporting to and under the direction of the Chief of Police, the Police Lieutenant (lieutenant) manages, plans, directs activities, provides oversight and supervision for patrol, investigations, crime prevention, community engagement, special events, administrative investigations, records management, policy, and training for the Sonoma State Police Department. The lieutenant effectively communicates with sworn and non-sworn Police personnel, provides oversight and guidance, and mentors personnel to achieve desired goals and further develop within their positions or assignments. This includes, but is not limited to, guiding, planning, organizing, monitoring, recommending, and implementing policies and administrative procedures related to law enforcement services to achieve goals in accordance with current applicable Federal, State, local laws, and CSU policies and procedures. The incumbent also assists with developing and implementing a wide variety of law enforcement functions, programs, projects, and related activities, as well as organizing special event planning activities, attending meetings in the chief’s absence, and aiding in other areas when needed. Notwithstanding other provisions, this position works collaboratively with other University and outside agencies on matters related to mental health, task forces, special investigations, dignitary protection, threat assessment and serves as a field manager for incidents, demonstrations and/or special events. The Police Lieutenant assumes responsibility of the Sonoma State Police Department in the absence of the Chief of Police and/or when the Chief of Police is unavailable.

    Key Qualifications

    Minimum Qualifications:

    1. A Bachelor’s Degree or higher from an accredited higher education institution; and,
    2. Must be currently employed or previously employed in a California law enforcement agency as a Police Sergeant or higher with at least four (4) years of service at the rank of Police Sergeant; and,
    3. Possession of California P.O.S.T. academy, Basic, Intermediate, Advanced and Supervisory certificates; and,
    4. Ability to successfully earn the P.O.S.T. management certificate by completing a P.O.S.T certified management course within one (1) year of appointment and serving as a lieutenant for a period of two (2) years; and
    5. Meet all other requirements for peace officers, as established by law, the California Commission of Peace Officer Standards and Training, and the California State University; and,
    6. Must be at least 21 years of age, and a U.S. citizen or have permanent resident alien status to achieve citizenship within three (3) years; and,
    7. Must possess and maintain a California class C Driver’s License valid for the operation of any vehicle or equipment required to maintain and operate.
    8. The incumbent will be required to enroll in the California DMV Employer Pull Notice Program.

    Preferred Qualifications:

    1. Experience in higher education, preferably with the California State University.
    2. Strong knowledge of law, and University policy and regulations regarding public safety and law enforcement functions.
    3. Strong knowledge of budgeting and financial practices applicable to law enforcement in a university environment.
    4. Intermediate proficiency with computers and Microsoft Office (Word, Excel) including knowledge of Google Suite and PeopleSoft.
    5. Strong communication and interpersonal skills and the ability to mentor, coach and develop others to achieve goals and objectives.

    Salary and Benefits

    Starting salary placement depends on qualifications and experience and will not exceed $10,500 a month. This position is a member of the Management Personnel Plan and serves at the pleasure of the President.

    This position is eligible for a broad range of benefits, including medical, dental, vision, life and disability insurances, retirement (CalPERS), tuition waiver, vacation and sick leave. In addition, 15 paid holidays are offered each year and a Personal Holiday that may be taken any time during the year. Sonoma State University is also a Public Service Loan Forgiveness Program (PSLF) Employer.
