  • Overview

    The Emergency Services Unit (ESU) within the Site Protection Office has an immediate opening for a Lieutenant/Driver Operator that will lead emergency services officers with a Captain and perform required security, fire, EMS operational and administrative duties including but not limited to platoon staffing and site-wide inspection management of response systems.

     

    Under the direction of a supervisor, performs and directs routine Protective Force (ProForce)/security, fire and EMS rescue duties in establishing emergency readiness and providing emergency response capability as an Emergency Services Officer (ESU) within ESU when needed. Performs the requirements of fire rescue pump operations and apparatus control. In the absence of the Captain, the Lieutenant/Driver Operator shall assume the duties of the Captain including but not limited to supervision of officers, emergency services unit scheduling and on-scene command. Must maintain personal physical standards required to meet the potential rigorous challenges of this position.

    Responsibilities

    Core Duties: 

     

    ProForce/Security - 21%

    • Patrols PPPL facilities (in vehicle or on foot) to protect employees, subcontractors, visitors and University and Government property.
    • Monitors access to PPPL facilities and restricted areas; and maintains order at special functions.
    • Enforces University and PPPL parking and traffic regulations.
    • Monitors the performance parameters of selected experimental and operational equipment to ensure proper operation. Identifies equipment or systems operating outside of the specified parameters and notifies the Communication Officer.
    • Performs the responsibilities of Communications Officer or Driver Operator.
    • Assists visitors by providing information and direction as necessary.
    • Conducts investigations of security related incidents as directed by a supervisor; generates required documented reports.
    • Perform security duties as defined by Standard Operating Guidelines (SOGs).

    Emergency Response - 24%

    • Drives and operates emergency response vehicles during emergency incidents. Operates fire pumps and associated suppression equipment required to control an incident.
    • Provides emergency medical care including CPR and defibrillation.
    • Under the direction of a supervisor, directs fire fighters in tactical operations during emergencies.
    • May be required to assume a position in the Incident Command System. Act as the Incident Commander in the absence of the Captain.
    • Responsible for communicating both while in route to and at an emergency scene, to ensure proper coordination of apparatus and personnel, communicate and coordinate actions with other response agencies. Coordinates with Captains to assure consistent and coordinated critique and follow-up action.

    Inspections - 20%

    • Performs required testing and inspection of fire protection and suppression systems in coordination inspection of fire protection and suppression systems. Records all pertinent information regarding testing and inspections.
    • Performs inspections, preventative maintenance, and minor repairs to emergency response equipment. Records all pertinent information regarding testing and inspections.
    • Inspects personal gear, equipment, apparatus and station facilities to ensure proper and safe operations and take steps to ensure that observed deficiencies are corrected and necessary maintenance is performed and observe or be advised of deficiencies.

    Other - 35% 

    • Issues hazard control permits, including flame permits, fire door permits, and penetration permits as assigned in accordance with approved policies and procedures.
    • Maintains computer logs on the status of all permits and impairments.
    • Maintains computer logs on work orders, incidents and confined space permits.
    • Assists the training instructor during departmental training in preparation and administration. Responsible for developing and delivering training sessions as assigned by the Training Coordinator.
    • Follows established PPPL Environmental, Safety and Health (ES&H) policies, rules, and procedures utilizing personal protective equipment as required.
    • Reports all ES&H problems, violations or concerns to the appropriate individual. Attends basic safety training and other courses required by the SPO Training Matrix.
    • Supervises and observes the performance and progression of ESOs during lab security/fire/EMS operations and at emergencies to identify strengths and weakness and assess training needs; conducts informal or formal counseling sessions to discuss performance; and conducts post incident critique. Coordinates with Captains to assure consistent and coordinated critique and follow up action.
    • Ensure that all ESO personnel are properly trained to carry out their assigned duties by planning, conducting and evaluating training sessions and drills and informally train personnel in apparatus operations, equipment use, EMS and security procedures and other routine duties. Participates in training activities and programs.
    • The Lieutenant, as a regular and continuing part of the job, leads other ESOs in accomplishing assigned work and performs non-supervisory work that is usually of the same kind and level as is done by the group led. The Lieutenant provides on-the job training to new employee; reports to the Captain on disciplinary problems, performance and training needs of employees; resolves simple, informal complaints of employees and refers others to the supervisor; may approve leave for a few hours or for emergencies.
    • Follows verbal and written directives from Captains and coordinates with other Platoon Lieutenants on projects and changes in ESU operations.
    • Assists Captain with scheduling according to division and labor law guidelines for emergency responders.

    Qualifications

    Education and Experience:

    Knowledge, Skills and Abilities: 

    • Work Experience: Minimum of one (1) year security experience; minimum three (3) years Fire Fighter experience in a paid or volunteer fire company; minimum of three (3) years as an Emergency Medical Technician. Possesses excellent communication and interpersonal skills; successful completion of PPPL Driver Operator training. Must have previous leadership or supervisory experience.

    • No criminal history.

    • Valid state driver’s license, and a favorable driving record.

    • Must work a schedule that includes rotational shift, weekends and holidays.

    • Will be required to work a twenty-four (24) hour work schedule.

    • May be required to work mandatory overtime to meet division requirements.

    • Ability to work in all types if weather conditions.

    • Exercises sound judgment.

    • The ability to maintain the mental alertness necessary to perform all essential functions without posing a direct threat to self or others.

    • The ability to understand and share essential, accurate communication by written, spoken, audible, visible or other signals while using required protective equipment.

    • The Laboratory recognizes the New Jersey Fire Mutual Benevolent Association (FMBA) as the sole and exclusive representative for purposes of collective bargaining concerning terms and conditions of employment with PPPL ESU.

    Certificates and Licenses:

    • Education: High School Diploma or equivalent (GED); NPPA 1001 Fire Fighter I Certification; Hazardous Materials Awareness and Operations; NJ. EMT-B/D Certification; Completed Defensive Driving for Fire or Ambulance vehicles; Successful completion of an approved pump school; Incident Management System (IMS) training; A Professional Level CPR Certification; NJ Division of Fire Safety Incident Management Level 1. 

    Physical Requirements: 

    • Successful completion of NFPA 1582 Medical Qualifications & 10 CFR Part 1046 Qualifications.
    • Pass the initial mandatory drug testing and random drug tests thereafter.
    • Successful completion of PPPL Initial and Annual Agility Testing.
    • Ability to lift a minimum of 50 pounds.
    • Successful completion of PPPL Initial and Annual Agility Test.

    Working Conditions: 

    • 24 hour shifts -24 hours on shift, 48 hours off shift with Overtime and Mandatory OT assignments when required and as per the Collective Bargaining Agreement (CBA).
