Police Lieutenant supervises a team of police sergeants and other law enforcement support staff. Responsible for officer assignments, patrol operations, and investigations. Being a Police Lieutenant prepares and reviews reports. Ensures all policies and procedures are followed. Additionally, Police Lieutenant coordinates in-service training, staff performance evaluation and development. Requires a bachelor's degree in criminal justice or closely related field. Typically reports to a chief of police or police captain. The Police Lieutenant typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Police Lieutenant typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Police Officer's perform responsible protective service work involving a variety of general or support duty police assignments; does related work as required. Much of the work is performed under emergency conditions and involves considerable personal hazard. Work is performed under regular supervision.

    The Police Officer has completed Basic Law Enforcement Training in the State of North Carolina, OR has two years of full time sworn officer experience out of state, OR has obtained the Military Occupational Specialty for a Military Police and served two of the last five years as a Military Police Officer. Individuals that are currently attending Basic Law Enforcement Training in the State of North Carolina will be considered for this position.

    Noncompetitive career advancement is dependent on education and training points for promotion through to Corporal.

    *Applicants who meet the eligibility requirements for a North Carolina Intermediate certification will be hired as a Police Officer II with a minimum starting salary of $47,250 or within range based on education and experience.

    **Applicants who meet the eligibility requirements for a North Carolina Advanced certification will be hired as a Police Corporal with a minimum starting salary of $52,000 or within range based on education and experience.
    Enforcing laws; investigating crimes; controlling traffic; collecting evidence; issuing warrants and summons; preparing reports.

    • On an assigned shift, operates a patrol vehicle or walks to observe for violations of traffic laws, suspicious activities or persons and disturbances of law and order.
    • Interviews victims and witnesses to obtain additional necessary information regarding crime, accident, violation, etc. 
    • Investigate crimes, collects evidence and conducts searches; investigates traffic accidents.
    • Responds to radio dispatches and answers calls and complaints; issues traffic citations; serves warrants, summons, etc.; completes arrest records.
    • Makes arrests and testifies in court; prepares reports.
    • Provides police escorts, directs traffic; performs residential and commercial checks.
    • Participates in a variety of in-service and special training programs.
    • Responds to and investigates domestic disputes; assists other law enforcement agencies when requested or assigned.
    • Ensures all evidence is properly tagged and logged.
    • May be assigned to crime prevention, investigations, SWAT, community response, traffic, juvenile, or related areas as specified.
    • Performs related tasks as required.
    Any combination of education and experience equivalent to graduation from high school and completion of basic law enforcement training.

    Possession of an appropriate driver's license valid in the State of North Carolina. Possession of Basic Law Enforcement certificate issued by the State of North Carolina. Possession of or ability to acquire CPR, MDT-DCI, Radar and Intoxilizer certifications. Must meet and maintain minimum training and experience requirements for position as established by the department and the State of North Carolina.Some knowledge of police methods, practices and procedures; some knowledge of the geography of the City and location of important buildings; some knowledge of the rules and regulations of the Police Department; ability to understand and carry out oral and written instructions and to prepare clear reports; ability to deal courteously but firmly with the public; ability to analyze situations and to adopt quick, effective and reasonable courses of action with due regard to surrounding hazards and circumstances; skill in the use of firearms and the operation of an automobile; ability to establish and maintain effective relationship with associates and the general public.
