Police Records Clerk maintains the records filing system and/or database used to manage, access, and preserve electronic and paper records of criminal justice activities. Assists in providing accurate and clear information to public and other departments. Being a Police Records Clerk may perform other clerical duties including taking photographs, fingerprints, and answering telephone inquiries. Typically requires a high school diploma or its equivalent. Additionally, Police Records Clerk typically reports to police sergeant or police lieutenant. The Police Records Clerk possesses a moderate understanding of general aspects of the job. Works under the close direction of senior personnel in the functional area.     Performs general office duties for the Johnstown Police Department which include, but are not limited to, managing records, taking complaints via telephone, and directing citizens in need of assistance.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required.  The Town of Johnstown retains the right to modify or change the duties or essential functions of the job at any time.

    • Assists with opening of the front desk and preparing for daily activities of the Police Department.
    • Greets citizens in-person, answers the telephone, provides information and/or directs inquiries and concerns to the appropriate staff.
    • Prepares reports as required.
    • Prepares written correspondence as requested by the Chief of Police or other staff members.  
    • Acts as a Notary Public for official police documents
    • Assists with operation of the CCIC and NCIC Teletype machine.

     

    OTHER DUTIES AND RESPONSIBILITIES:

    • Purchases office supplies and maintains petty cash for internal office use.
    • Processes all in-coming and outgoing mail.
    • Performs special assignments and projects as assigned by the Chief of Police.

     

    EXPERIENCE AND TRAINING:

     

    Minimum Education:  High School diploma or GED equivalent.  Two years of vocational school is preferred.

     

    Job Requirements:    CCIC and NCIC Certification and continuing education. This certification may be obtained after hire.

     

    Special Training or Experience:   Computer experience. 

     

    Work Experience in Positions Similar or Related to This Job:  One year of administrative experience is recommended.

     

    REPORTING RELATIONSHIPS:

    This Position has Supervisory and/or Management Responsibility for:  none

     

    KNOWLEDGE, SKILLS AND ABILITIES:

    • Knowledge of the computer applications for police services.
    • Skills in operating general office equipment such as copy machines, printers, phone and voice mail system, fax machine and calculator.
    • Ability to perform duties independently with a minimum of supervision.
    • Ability to interact in a courteous manner with the staff and the public.
    • Knowledge of general office principles, practices and procedures in relation to the Police Department.
    • Skills in proofreading documents and the use of grammar, proper punctuation and spelling.
    • Ability to accurately record information in a group environment and to transcribe the information gathered in an accurate and timely manner.

     

    EQUIPMENT USED:  Vehicle, telephone, computer, copiers, fax, and similar other business/office equipment.

     

    ENVIRONMENTAL CONDITIONS:

    Approximately 100% of this position’s duties are performed within an indoor, law enforcement, protected environment.  The incumbent may be exposed to adverse weather and/or unfavorable traffic conditions while driving from the primary business location to field locations on a limited basis.   The incumbent may also be exposed to threats or violence on a daily basis while located at the front desk of the police station.


    PHYSICAL REQUIREMENTS:

    • Ability to conduct activities involving walking 10% of the time, standing 40% of the time, and sitting 50% of the time.
    • Ability to grasp and manipulate office and similar other tools and materials.
    • Ability to lift, carry, push or pull burdens weighing up to 50lbs.
    • Ability to conduct activities involving stooping, kneeling/bending, crouching, and reaching on a moderate basis. 
    • Ability to participate in routine conversation in person or via telephone and to distinguish telephone, voice and other auditory tones. 
    • Ability to distinguish objects in low and bright light using visual capacity including peripheral vision, depth perception, color vision, and far and near acuity in order to observe all elements of a situation and to perform the responsibilities of the position. 
    • Ability to use a computer for limited periods of time.
    • Ability to operate a vehicle or use public transportation.

     

    OTHER REQUIREMENTS:

    • Ability to understand verbal information and instruction.   Ability to exchange information with others and to develop and present recommendations.
    • Ability to read and understand written information.   Ability to compose information and instruction in written form.
    • Ability to translate verbal communication into effective written material, e.g. reports and other documents.
    • Ability to use mathematical reasoning is necessary to carry out office management and regulatory requirements.
    • Ability to utilize memorization and analytical skills and apply results.
    • Ability to use and apply technology.

    Ability to speak one or more foreign languages is helpful, particularly Spanish.
