Procurement Analyst

  • Duties

    • Serves as the Program Manager for the full lifecycle of contracting activity in the Office of Government-wide Policy (OGP) to include advising program personnel on contracting requirements, facilitating contract actions, serving as the liaison between OGP program staff and OGP Contracting Officer Representatives (CORs) and GSA Contracting Officers and Contracting Specialists.
    • Serves as the Lead Program Manager and advisor for OGP’s contracting activity to provide advice and guidance to OGP management, program and project leads, CORs and other stakeholders on contracting matters to ensure coordinated and efficient procurements are carried out.
    • Produces reports to oversee and monitor commitments, obligations and expenditures, contractor burn rates and verify against the OGP approved spend plan.
    • Works closely with awarded contractors to oversee high level contract requirements such as staffing, funding, execution and resolve issues.
    • Develops performance standards and evaluates work performance of subordinates. Gives advice, counsel, and instruction to employees on both work and administrative matters.

    The GS-15 salary range starts at $143,736 per year.

    If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

    To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience managing the full life cycle of contracting activities; serving as a subject matter expert to resolve contracting issues; implementing process improvements to aid in organizational efficiency or work performance; and reporting on contracting activities to demonstrate progress on requirements and/or track compliance efforts to various levels within an organization.

    You must meet the requirements in 1, 2, or 3 below:

    1. All of a, b, and c below:

    (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification.
    (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
    (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.

    3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

    This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

    • Knowledge of related disciplines and functions involved in the acquisition process and specialties such as legal, financial, technical, information management, communications, resource management, etc., and their interrelationships with contracting.
    • Ability to function in a highly matrixed environment characterized by numerous dotted-line reporting relationships where informal leadership roles are oftentimes as important as formal organizational titles. Ability to recognize internal and external politics that impact the work of the organization to give advice, counsel, and instructions to employees.
