Policy Processing Clerk, Sr. modifies, updates, and processes existing policies and claims to reflect any change in beneficiary, amount of coverage, or type of insurance. Evaluates information from application for completeness, accuracy, and policy reinstatement. Being a Policy Processing Clerk, Sr. provides training to less experienced processing clerks. GENERAL FUNCTION: Prepares estimates for labor, materials and other costs. Performs under the general direction of the Estimating Manager.
TYPICAL DUTIES: The following statements are intended to describe the general nature and level of work being performed and are not to be construed as an exhaustive list of all responsibilities.
Creates Estimate models, CERs (Cost Estimating Relationships), Learning/Cost Improvement Curves, CBOMs, BOE (Basis of Estimate), and Proposal Packages.
Creates and modifies Estimating Policies and Procedures to document the work performed by the Estimating Department.
Performs data analysis of historical labor and material costs and produces and documents defensible conclusions.
Assigns production man-hours and material costs to each work item within a project. Summarizes applicable engineering and indirect costs for each work item to determine total project cost.
Ability to make high-level of decisions and complete in-depth research.
Supervises directs and trains lower level Estimators in vendor selection and man-hour factors.
Supervises lower level Marine Estimators in large or complex projects and is responsible for review and final summary of projects costs as presented to Department Manager.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
High level proficiency in MS Excel, MS Word, and MS Power Point are a must. Familiarity and proficiency with risk modelling software (i.e. Crystal Ball or @Risk) is a positive.
Familiarity with DFARS 252.215-7002 (Cost Estimating System Requirements) is a plus.
Considerable knowledge of division products. Comprehensive knowledge of practices and procedures for developing, preparing, and forecasting cost estimates. Ability to communicate cost savings methods of utilizing labor and materials for proposed projects.
EXPERIENCE & TRAINING:
Minimum of 7 years experience as a Material and Marine Estimator. College degree or equivalent job experience.
