Power Plant Operations Manager manages and oversees the daily operations of a power generation plant. Monitors operations for efficiency and safety ensuring that all applicable regulatory requirements are followed. Being a Power Plant Operations Manager directs the implementation of preventative maintenance, emergency and operational plans and procedures. Ensures all applicable regulatory requirements are and safety protocols are followed. Additionally, Power Plant Operations Manager resolves problems and manages resources. May require a bachelor's degree or equivalent. Typically reports to a director. The Power Plant Operations Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Power Plant Operations Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Job Summary :

    Under directive supervision, assists employees of higher classification; under directive supervision, in rotation or as assigned, operates turbo-generators, operates once-through pulverized fuel boilers, operates Air Quality Control Systems or operates centrally controlled steam generators and turbo-generators;

    operates or directs the operation of associated auxiliaries and mechanical and electrical equipment.

    Responsibilities Include :

    • Operates Power Plant equipment in a safe, environmentally compliant, and reliable manner.
    • Observing and recording electrical reading such as transformer condition, bus voltage, and auxiliary power use.
    • Starting, operating, or stopping emergency diesel generator; performs necessary switching to take it in and out of service.
    • Starting, operating or stopping main boiler feed pumps in accordance with standard procedures and operating conditions.
    • Checks with and obtains from Operator being relieved, all pertinent information on existing conditions and operating or special orders;

    examines log sheets and log books to check operations, condition of equipment, and to obtain information and instructions.

    Checks E-Mail for information regarding Unit operation, equipment issues, test schedules.

    • While on duty, maintains an accurate log, communicates using phonetic alphabet and three part communication.
    • Utilizes Plant Procedures, following in each step, and notifies supervision of any discrepancies or deficiencies in the procedures.

    Briefs other employees involved in performing the procedure.

    Checks Data Acquisition Systems, Digital Control Systems for points in-alarm corrects alarm conditions where possible, and reports all other alarms.

    Reviews and restores inhibited alarm points where possible and reports all others.

    • Operates pollution control systems, adheres to environmental guidelines.
    • Works with CRO, coordinating the operation of all systems to balance efficiency, environmental compliance and plant goals.

    Utilizes PI and other performance monitoring / measuring systems to measure performance against benchmarks. Works with Plant technical personnel to optimize Unit operation.

    • Anticipates and handles irregularities in operation or abnormal conditions, gives appropriate instructions to assigned personnel and participates in the work to maintain or restore normal operations, refers major emergencies to Process Supervisor or Supervisor, Plant Production for orders and issues instructions to execute such orders.
    • Starting, operating or stopping, as directed, turbo-generators; synchronizing same to system and directing the operation of condensers, cooling towers, and auxiliary equipment in accordance with standard procedures and operating conditions;
    • maintaining maximum turbo-generator operation efficiency; observing temperatures and operations and periodically entering operating data and conditions in log;

    performing other related duties.

    Initiating switching sequences required by equipment loading, system demands or the development of trouble; clearing equipment or lines in trouble;

    restoring service with minimum delay consistent with safety to equipment and personnel.

    Taking out of service and safely blocking and tagging out switches controlling circuits or equipment on which work is to be performed;

    protecting against back feed; clearing with designated persons as prescribed in safety and operating manuals; restoring service to normal after receiving clearance and proper check.

    • Operating and assisting the CRO with the operation of once-through pulverized fuel boilers; directing and instructing other personnel assigned to assist in the operating of boilers and auxiliary equipment.
    • Operating control equipment in the control room to place in service and / or remove from service.
    • Performing the various functions in connection with the electrical loading of the turbo-generators, including their synchronization to the system and maintenance of proper voltages.
    • Performing control panel switching operations for regular and emergency operation of the plant, including safety blocking, tagging out and protecting against back feed;
    • instructing other operators or other employees in connection with tagging out, grounding and clearing plant electrical circuits and equipment and operating of disconnects;

    clearing with and obtaining instructions and orders from Control Room Operator or other designated persons; restoring service to normal after receiving proper releases.

    Observing and interpreting the readings of various instruments and gauges on the control panels and, DCS systems, DAS systems;

    regulating and controlling from these panels and monitors all equipment so as to obtain the most efficient performance; referring unusual or critical conditions to the Control Room Operator and carrying out his / her instructions for corrective or remedial measures.

    • Working with and instructing other personnel in operating or checking the operation of soot blowers, lancing or deslagging of boilers, flushing coolers, regulating cooling water to bearings and coolers, checking light-off torches, and placing in service or removing from service various burners.
    • Placing in service, taking out of service or shutting down of boiler feed pumps as required.
    • Checking with and obtaining from the operator being relieved all pertinent information on existing conditions and operating or special orders;

    examining log sheets and log books to check operations, conditions of equipment and system, and to obtain information and instructions.

    • Inspecting, testing and checking various alarms and protective devices on equipment such as : turbines, turbine auxiliaries, feedwater heaters, fans, pumps, mills, boilers, interlock systems and safety valves.
    • Inspecting and checking operation of turbines, boilers and associated auxiliaries and equipment as required, as scheduled or as directed;
    • taking corrective measures to insure proper operation; reporting irregularities in operation or abnormal conditions to designated personnel;

    carrying out instructions to maintain or restore normal operations, including issuing instructions to other operators; making proper entries on log sheets or log books.

    Performing operating functions in coordination with related functions or other operating personnel, especially when placing or removing equipment in and out of service or during load changes;

    maintaining maximum operating efficiency.

    • Directs or makes minor or emergency repairs to maintain units in service or where safety of personnel or equipment is involved.
    • Understands the Safety Tagging Procedure, serves as the Authorized Person and / or Switchman.
    • Directs or changes charts for recording instruments and makes minor adjustments to same.
    • Directs and trains assigned employees in safe and efficient operation and practices of Lockout / Tagout, turbine generators, boilers and associated auxiliaries and equipment.
    • Maintains high standard of housekeeping in assigned areas during and upon completion of work.
    • Making minor repairs or adjustments to equipment.
    • Performing, when not operating, inspections and electrical or mechanical maintenance or repair work of moderate complexity;

    working with repair crews, as assigned.

    Performing other work, as assigned.

    Qualifications :

    Must possess a certificate or degree in Power Plant Technology or Applied Science from an accredited college or university preferred.

    Degree must be associated with a discipline applicable to fossil power plant operations.

    • In lieu of a degree, minimum 3 years’ experience in a power producing utility or other process related industry, including but not limited to paper-mill industry, chemical and petroleum-chemical industries or military experience in any branch of the United States Armed Services applicable to the above is preferred.
    • Must pass the Plant Operator Selection System (POSS) and Power Plant Maintenance Positions Selection System (MASS) tests.
    • Must have all the qualifications of generator and boiler person including : Must have satisfactorily completed training courses as required by career path requirements.

    Must have demonstrated performance in the operation of power plant equipment under normal, abnormal and emergency conditions.

    • Must be able to occasionally lift weights up to 50 pounds, as well as perform heavy physical work.
    • Must possess valid driver’s license.
    • Ability to wear personal protective equipment.
    • Ability and willingness to work assigned rotating shifts, overtime, holidays and weekends.
    • Must participate in the Loss Control Team
    • Must demonstrate a questioning attitude to learn, produce results, and develop relationships.
    • Must have demonstrated an aptitude for leadership.
    • Must have an understanding of principles of either or both drum type or once-through boilers with integrated electronic controls.
    • Must have an understanding of startup systems, including startup bypass systems, including the correct functions of all start-up valves and the ability to recognize malfunctions in start-up systems as they arise.
    • Must have a thorough understanding of principles of Air Quality Control Systems including Scrubbers and Electrostatic Precipitators.
    • Must have a working knowledge of Data Acquisition Systems and be able to demonstrate utilization of its various functions.
    • Must have a working knowledge of Digital Control Systems and be able to demonstrate utilization of its various functions.
    • Must be a member of the loss control team
    • Must have a working knowledge of electrical and steam engineering as applied to the operation of steam and turbo-generators, station circuits and their associated controls and equipment.
    • Must have a working knowledge of the plant layout, the functions and operation of the equipment located therein, and the functional relationship with system operations.
    • Must have demonstrated observation skills and the ability to perform work calmly and efficiently during emergencies.
    • Must have a thorough working knowledge of the Company’s safety Lockout / Tagout rules, regulations and procedures; and demonstrated proficiency of the same.
    • Must demonstrate the ability to make clear, concise and accurate reports.
    • Must be able to train and direct others; receive and issue orders in a manner that maintains harmony, team work and safety;

    and obtain satisfactory performance from employees assigned to work with the Power Plant Attendant.
