Position Information
This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and Agency wide permanent status employees); or by Detail to Special Duty or Classified Temporary Appointment. Current permanent status, classified employees may be required to accept a Probational appointment if selected.

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus one year of professional level experience in accounting; budgeting; administrative services; economics; engineering; finance; health services or social service fields; human resources; policy planning; procurement; statistical analysis; tax enforcement; management analysis; or as a licensed attorney.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience tosubstitute for the baccalaureate degree.
A master's degree in accounting, business administration, business management, economics, finance, health administration, industrial/organizational psychology, political science, public administration, or public health will substitute for the one year of required experience.
A Juris Doctorate will substitute for the one year of required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.
NOTE:
Incumbents of these positions will specialize in specific fields when filling the various positions. Only applicants who have had education or experience which is considered necessary for the position will be considered.
Function of Work:
To analyze agency management policies, procedures, practices, methods, and systems to provide administrative officials with information and recommendations for the most efficient utilization of resources.
Level of Work:
Experienced.
Supervision Received:
General from a Management Analyst 2, or agency administrator or official.
Supervision Exercised:
None.
Location of Work:
May be used by all state agencies.
Job Distinctions:
Differs from Management Analyst 2 by lack of accountability for recommendations made to management.Performs analytical work in the evaluation of management operations in a state department.
Obtains and analyzes data concerning programs or operation, scope and goals, and the policies, practices, methods and procedures used to implement and maintain programs.
Conducts management studies of organizations, duty assignments of employees, administrative control systems and impact of programs.
Obtains and evaluates data on personnel, equipment, material and space utilization.
Makes work simplification, measurement and related studies to enhance the effectiveness and efficiency of the agency or program assigned.
Assists in the implementation of new management procedures or program improvements.
Participates in training or retraining as necessary.
Prepares reports on studies and makes recommendations for changes.
