    MANAGEMENT ANALYST (AVTBTSS-2023-19649):

     

     

    Bowhead seeks a Management Analyst to support operational and technical support services for the Amphibious Vehicle Test Branch (AVTB) Headquarters and Technical Support Services (HQTSS) at Camp Pendleton, CA. AVTB is a Department of Defense (DoD) sponsored test facility that provides year-round Test and Evaluation (T&E) of amphibious vehicles, ground combat vehicles, systems, and equipment for the Marine Corps Systems Command (MCSC) and Program Executive Officer Land Systems (PEO LS).

    Responsibilities

    Job duties will include but are not limited to:

     

    • Develop and produce an AVTB morning report to provide for accountability checks and
    • balances for all Marines, Government civilians, and Contractors assigned to AVTB. For
    • Marines and Government civilians, all reported data should mirror what is provided
    • within the Marine Online program morning report.
    • Maintain oversight of the check-in/check-out process for all permanent personnel to
    • include Marines, Government civilians, and Contractors assigned to AVTB. Schedules
    • interviews with senior-level leaders as required for all Marine officers and staff
    • noncommissioned officers. Safeguards PII, per DoD policy and provides analysis and
    • reports from this data, as required by the unit staff.
    • Ensures training compliance for all personnel utilizing the program to include travelers,
    • Reviewing Officers and Approving Officers. Tracks and ensures the timely submission
    • (5 days or less) of all travel vouchers post-travel completion. Maintains AVTB
    • compliance with the Marine Corps Inspector General Checklist at all times and conducts
    • continual internal audits as required.
    • Assists with the administration of the Government Travel Charge Card (GTCC) program
    • and ensures compliance with the Marine Corps Inspector General Checklist at all times.
    • Track card expiration dates and ensure renewals are conducted with the traveler and card
    • Ensure that personnel arriving at AVTB have been issued a card.
    • Manage the daily scheduling of events for the AVTB Director via Microsoft Outlook.
    • Manage the AVTB calendar via the AVTB SharePoint homepage.
    • Responsible for the maintenance, preparation, and presentation of the weekly AVTB
    • Review PowerPoint presentation slide deck.
    • Serve as principal note taker for all meetings involving two or more AVTB sections.
    • Compile notes and disseminate via e-mail utilizing a Word document attachment to all
    • participants post-meeting.
    • Assist project officers in their duties by recording, filing, and maintaining all
    • documentation associated with testing conducted at AVTB.
    • Maintain the AVTB recall roster; periodically update personnel rosters on a case-by-case
    • basis as directed by the AVTB Deputy Director.
    • Assists the Government with the management and preparation-for-validation of working
    • hours and leave by Government civilians via the Oracle Time and Labor (OTL).
    • Review documents for content accuracy, comprehension, and grammar. These
    • documents may manifest themselves within any Microsoft Office program.
    • Reserve meeting locations within AVTB and disseminate documentation prior to
    • Draft non-technical correspondence via any Microsoft Office program when required in
    • accordance with the Naval Correspondence Manual, Navy and Marine Corps Awards
    • Manual, and subordinate unit policy.
    • For correspondence that captures agreements between units, such as Memorandums of
    • Agreement/Understanding, the position will file, track, draft new agreements, and/or draft
    • notice of termination prior to agreement expiring.
    • Manages the AVTB organizational chart and makes modifications when directed.
    • Manages, tracks, and records all fiscal and calendar year training requirements for all
    • supervisors, Government civilians, and Contractors.
    • Skilled in all programs associated with Microsoft Office.

     

    Qualifications

    • Requires at least five (5) year of experience of administrative management experience.

    • High School Diploma required

    • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.

    • Ability to communicate effectively with all levels of employees and outside contacts.

    • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

     

     

    Physical Demands:

    • Must be able to lift up to 50 pounds
    • Must be able to stand and walk for prolonged amounts of time
    • Must be able to twist, bend and squat periodically

     

    Target salary range is $30.00/hr to $36.00/hr commensurate with experience.

     

     

    SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a clearance at the Public Trust level.  US Citizenship is a requirement for Public Trust clearance at this location.
