Production Engineering Manager manages the planning and designing of methods to improve or enhance existing programs. GENERAL SUMMARY: Manages all aspects of the installation of alterations and repairs to HM&E shipboard systems onboard U.S Navy and Coast Guard shore facilities, waterborne vessels surface ships and/or submarines.
LOCATION: Norfolk, VA.
DUTIES AND RESPONSIBILITIES:
Responsible for all aspects of the task assigned from bid through award, execution and closeout of the job at completion.
Review, understand and execute contract requirements and Statements of Work (SOW).
Assist in developing labor and material estimates.
Read and understand ship system, rip-out and installation drawings and technical documents.
Initiate and participate in the preparation of job material lists (JML) and bills of material (BOM).
Direct and track ordering of material and service Purchase Orders with Logistics and Purchasing.
Direct and track prefabrication.
Direct and participate in ship checks.
Direct and lead Pre-production meetings to ensure lessons learned are addressed, targeted surveillances are scheduled and risk mitigating actions are identified.
Direct development of POA&M for task that includes resource loading and establish EVM budgets for tasks designated by the Program Management Office.
Identify to the appropriate Project Manager, Team Leader, or Supervisor of the assigned work, any pre-execution review/briefing requirements.
Determine if critical task or special evolution briefs are needed.
Reinforce the standard and expectations for procedural compliance.
Ensure that adequately trained personnel are assigned for the work to be performed.
Ensure safe working conditions exist to perform all tasked work and measures are in place to protect the environment.
Solicit and maintain Lessons Learned.
Ensure Project Managers, Team Leaders/Supervisors, and Craftsmen complete all requirements of the Technical Work Instruction (TWI) including OQE.
Review and resolve any issues from Project Manager and Team Lead Daily Reports.
Maintain clear communications with customer, supervisors, QA, Planning, Logistics and Purchasing personnel by promoting an atmosphere of open discussion concerning task status, problems, and/or questions.
Ensure technical issues and problems are properly documented and resolved in a timely manner.
Monitor the task(s) to ensure the work is accomplished IAW the TWI.
Visit the job site to observe project team organization, compliance with procedures, observance of safe work practices and measures to protect the environment.
Monitor cost, schedule and quality compliance.
Coordinate Admin support for team including travel, visit requests and clearances.
