Civil Engineer

  • Under the direction of the Assistant City Manager, to perform advanced professional and technical engineering work in assigned area of responsibility including subdivision engineering, capital projects, water, sewer, field operations, and construction services; and to provide technical staff assistance to Public Works, Planning, Development, and Utility functions.
     
    SUPERVISION EXERCISED
    This position exercises technical and functional supervision over lower level staff.

    • Coordinate and review the work plan for the assigned programs and activities within the Engineering Department; meet with staff to identify and resolve problems; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures.
    • Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements.
    • Participate in the development and administration of the assigned budgets; forecast additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; recommend adjustments as necessary.
    • Develop, direct, deliver, and procure appropriate staff development and training.
    • Coordinate assigned services and activities with those of other divisions and outside agencies and organizations.
    • Provide staff assistance to the Assistant City Manager; prepare and present staff reports and other necessary correspondence.
    • Serve on committees to formulate, standardize, and implement management of infrastructure resources such as water, sanitary sewer, storm water, and environment.
    • Serve as a resource for advising, designing, and implementing policies for environmental compliance to the various laws and regulations.
    • Determine the scope of engineering projects; prepare requests for proposals and contracts for consulting services; develop plans, maps, specifications, plats, diagrams, and other contract documents for a variety of engineering projects such as streets, water, sewer, structures, and hydraulics; make technical engineering decisions and establish technical criteria and standards; calculate the quantity, quality, and cost of materials used for various projects.
    • Review plans of consulting engineers and private contractors; review plans related to structures such as streets, sidewalks, gutters, underground facilities, and other off?site construction; check plans for conformance with regulations regarding line, grade, size, elevation, and location of structures; review engineering calculations.
    • Serve as project manager on assigned major engineering and construction projects ensuring conformance with contract provisions; assist in the construction inspection of assigned projects; ensure conformance with contract plans and specifications; make recommenda­tions on approval of progress payments and change orders; prepare progress reports on projects under construction; maintain project files including plans, contract documents, records of changes, and field notes.
    • Develop and operate computer models to analyze engineered systems.
    • Provide assistance to construction inspectors by interpreting plans and specifications.
    • Respond to the public, developers, engineers, builders, and contractors relative to City engineering policies and procedures or specific projects.
    • Assist with development of pavement management systems.
    • Attend Planning Commission, City Council, and RTC meetings as required.
    • Participate in RTC Technical Advisory meetings.
    • Coordinate and monitor development project agreements and construction progress; report to public officials with recommended action on progress of development.
    • Perform inspections of public works and land development projects.
    • Prepare conditions of approval for private developments within the City.
    • Investigate field problems affecting property owners, contractors, and maintenance operations; provide information to the public; respond to citizen inquires and complaints.
    • Provide technical and professional engineering support services relative to assigned area of responsibility; prepare difficult special engineering studies and reports; perform special assignments on engineering problems as necessary.
    • Perform all work in accordance with established safety procedures, policies, and practices.
    • Attend and participate in professional and regional group meetings; stay abreast of new trends and innovations in the field of civil engineering.

    • Principles of engineering mathematics, stress analysis, and properties, strength, and uses of construction materials.
    • Knowledge of all current safety procedures, policies, and practices common within the industry.

    Ability to
    • Perform engineering design computations and check, design, and prepare engineer­ing plans and studies.
    • Manage complex capital improvements projects.
    • Perform technical research and solve engineering problems.
    • Prepare, understand, and interpret engineering construction plans, specifications, and other contract documents.
    • Conduct comprehensive engineering studies and prepare reports with recom­mendations.
    • Read, interpret, and apply a wide variety of technical information from manuals, drawings, specifications, layouts, blueprints, and schematics.
    • Analyze engineering plans and specifications to ensure compliance with City standards and governmental requirements.
    • Communicate clearly and concisely, both orally and in writing.
    • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
    Minimum Qualifications
    Any combination of training, education, and experience that would provide the required knowledge and abilities.  A typical way to gain the required knowledge and ability is:

    Experience:
    Four years of increasingly responsible experience in professional civil engineering.
     
    Training:
    Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.

    License or Certificate:

    Possession of registration as a Professional Civil Engineer in the State of Nevada, or the ability to obtain within six months of employment.

    Possession of, or ability to obtain, an appropriate, valid driver's license.

    Special Requirements:
    Essential duties require the following physical skills and work environment:
     
    Ability to sit, stand, walk, kneel, crouch, stoop, squat, and lift 25 lbs.; exposure to outdoors, confining work space, and mechanical hazards; ability to travel to different sites and locations.
