    The Alaska Department of Fish and Game, Commercial Fisheries Entry Commission, is recruitment for a Law Specialist 2/3 (PCN 11-3062) in Juneau.

    What you will be doing:
    As the CFEC Law Specialist, you’ll never be bored! You’ll learn to independently perform a variety of regulations and legislative projects (e.g., issuing public notices, organizing hearings, coordinating with the Department of Law, and more). You’ll also learn to independently perform work associated with hearings and adjudications of fisheries in Alaska (e.g., applying complex regulations to evaluate hearing requests, act as lead investigator on residency and other issues, evaluate proposed investigations, and more). As one of CFEC’s Records Officers, you’ll learn to independently manage CFEC records to ensure compliance with confidentiality policies, governing law/regulations, and the CFEC Records Retention Schedule (RRS). Finally, you’ll enjoy variety as you work with not just the CFEC Commissioners, but the Hearing Officer, and Licensing Supervisor with other projects as opportunities arise.

    • Skill in developing effective outreach plans and coordinating with other agencies or staff to accomplish goals.
    • Ability to multi-task effectively and coordinate multiple project components and support activities.
    • Ability to locate, compile and analyze information, data, or facts from specialized sources.
    • Ability to establish, develop, and maintain effective working relationships with other agency staff, program users, and the community.
    • Ability to interpret state and federal statutes, regulations, policies and procedures.
    • Ability to communicate effectively orally and in writing, including making presentations and writing reports.
    For the Law Specialist 3:
    • Thorough knowledge of the principles, techniques, and methods used in regulation development, planning, leadership, oversight, resource control, and assessment.
    • Considerable knowledge of federal, state, and local program administration, policies, procedures, and requirements impacts on programs.
    • Considerable knowledge of long and short-term strategic goals and objective planning.
    • Considerable knowledge of operational and technical problems involved in the administration of newly established regulations.
    • Skill in analyzing complex issues and situations, drawing logical conclusions, and proposing viable solutions and courses of action.
    • Skill in drafting, reading, understanding, explaining, and applying complex rules, regulations, and procedures.
    • Ability to assign appropriate priorities to work activities based on organizational goals.
    • Ability to analyze data and operations in terms of management controls, systems, and procedures, assess them critically, conceptualize needed change, and initiate appropriate activities to move from concepts to implementation.
    • Ability to establish and maintain effective relationships with outside agency representatives, managers, operating agencies, and employees.
