    Position Summary: Legal Aid’s NC Navigator Consortium seeks a full-time Health Insurance Marketplace Navigator to support the Consortium’s efforts to enroll North Carolinians in affordable health coverage on the Health Insurance Marketplace at HealthCare.gov. Led by Legal Aid of North Carolina, the Consortium is a statewide partnership of six health care, social service and legal aid organizations that is funded by the federal Navigator Grant Program. The Consortium receives the second-largest grant in the U.S. Learn more at ncnavigator.net.

    Job Description: The Marketplace Navigator will:

    • Conduct education and outreach to uninsured individuals.
    • Share information regarding the Federally facilitated Marketplace, including:
    • Eligibility requirements for federal tax subsidies and cost-sharing subsidies.
    • Eligibility for Qualified Health Plans on the FFM, Medicaid and North Carolina’s Health Choice and how to enroll in qualified health plans, Medicaid, and Health Choice on the marketplace website and/or ePass.
    • Meet with individuals and facilitate plan selection based on the needs of the individual/family or the small business seeking health insurance coverage, assess tax implications and premium and cost-sharing requirements, application submission, renewal, and disenrollment processes.
    • Help people understand how premium tax credits work and their potential financial impact.
    • Facilitate eligibility determinations for QHP, Medicaid, and Health Choice and premium tax subsidies.
    • Provide referrals to appropriate agencies, including the North Carolina Department of Insurance for applicants and enrollees with grievances, complaints, questions, or need for other social services.
    • Source and recruit volunteer Navigators through various techniques (community presentations, databases, e-mail, social media etc.).
    • Manage volunteers and ensure they’re meeting quality standards set by both the Consortium and the Center for Medicare and Medicaid Services.

    Qualifications: Candidates applying for this position should have the following qualifications:

    • Spanish speaking skills preferred.
    • Bachelor’s degree.
    • Ability to manage multiple tasks simultaneously.
    • Prior academic course work and/or professional or volunteer experience for campaigns or other nonprofits.
    • Prior experience assisting clients.
    • Proficiency in Microsoft Excel.
    • Strong writing skills.

    Salary and Employee Benefits: The salary range for this role starts at $40,000 and $42,000 for Spanish-speaking staff. Legal Aid of North Carolina provides excellent health, retirement, disability, and leave benefits. Employee medical, vision, dental, and life insurance premiums are covered at 100% by the employer. Discretionary 401(k) contributions. Paid leave includes 1.75 days per month (21 leave days in the first two years; 30 days in subsequent years), 16 paid holidays, 2 floating holidays, and other paid leave.
