    Job Summary: Job Incumbent provides vocational rehabilitation counseling for people with disabilities by assisting clients to set employment goals and helping them to develop Individualized Plans of Employment (IPE) to guide the rehabilitation process. Incumbent monitors progress of IPEs through the process until clients achieve employment and procures goods and services in keeping with clients’ needs and IPE goals. Job incumbent provides ongoing case management to include intake, assessment of disabilities and makes eligibility determinations, secures documentation of disability for program eligibility. Incumbent maintains accurate and confidential case notes and client files, coordinates with supports and services in & outside Tanana Chiefs Conference on behalf of mutual and transitioning clients, serves as a client advocate, and contributes to public awareness of disability issues and the Tribal Vocational Rehabilitation Program.

    Adhere to the TCC Ch’eghwtsen’ model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.

    Representative Duties:
    Under the direct supervision the Vocational Rehabilitation Coordinator/Counselor; Job incumbent:

    1. Provides vocational rehabilitation counseling for people with disabilities by assisting clients to set employment goals and helping to develop Individualized Plans of Employment (IPE) to guide the rehabilitation process.

    2. Procures goods and services in keeping with clients’ needs and Individualized Plans of Employment (IPE) goals.

    3. Prepares and submits check requests for payments to vendors and for clients’ maintenance and support services.

    4. Performs intake assessments of disabilities, makes eligibility determinations, and secures documentation of disability for program eligibility.

    5. Monitors progress of Individualized Plans of Employment (IPE) throughout the Vocational Rehabilitation process until clients achieves employment.

    6. Maintains accurate and confidential case notes and client files.

    7. Monitors on the job training opportunities to include negotiating with prospective employers and finding best fit to implement programs when funding allows, in addition to creating Subsistence activities as requested by Tribal members on a a case by case basis.

    8. Travels to rural villages for outreach, client case follow-up and IPE development.

    9. Travel includes job specific training for personnel development as funding is available.

    10. Compiles monthly, quarterly and annual data, such as call logs, purchases, progress on client plans, travel authorizations, trip reports, etc. to include in reports to TCC and the federal grantor as requested.

    Other Responsibilities:

    1. Coordinates services with Veteran’s and/or organizations supporting them and school district personnel on behalf of mutual and transitioning clients (i.e., students in special education, etc.).

    2. Participates in and provides public awareness of disability issues and Vocational Rehabilitation Program services.

    3. Provides advocacy and referral services for clients with disabilities.

    4. Performs other job-related duties as assigned.


    Minimum Qualifications



    Minimum Qualifications:

    1. BA or BS in Human services or related field. May substitute experience in Social Services or Vocational Rehabilitation Services setting.

    2. Two years’ work experience in the field of disabilities services, social services, or case management.

    3. Excellent written and verbal communications skills.

    4. Familiarity with state and federal employment laws and regulations.

    5. Must be able to work effectively with the general public, be culturally sensitive and have a working knowledge of rural communities.

    6. Must be able to travel extensively.

    7. Must pass background check pursuant to the State of Alaska background check and federal Indian Child Protection and Family Violence Prevention Act requirements.

    Knowledge, Skills and Abilities:

    1. Strong computer skills using word-processing, spreadsheets and data entry.

    2. Strong verbal, written, interpersonal, analytical, and listening skills.

    3. Basic math skills.

    4. Must be able to organize and prioritize tasks.

    5. Must be able to meet deadlines.

    6. Must be able to maintain client confidentiality.

    Supervision:
    This position has no supervisory responsibilities.

    Physical Demands: This position requires recurring bending, stooping, kneeling, reaching, and stretching. Job incumbent may be required at times to lift up to forty pounds. Incumbent must be able to walk moderate distances while visiting villages. Incumbent must be able to work accurately and efficiently in a busy and sometimes stressful environment.
