    Job summary: Provides counseling and case management to residents of Safe Place, and performs programmatic and administrative duties under the general supervision of the Program Officer. Helps clients develop life skills and address their housing, employment, financial, educational and health issues with the ultimately goal of obtaining permanent housing and self-sufficiency.
    Essential duties: Provides direct service to unit clients through counseling, case management, and other live skills to support self-sufficiency. Conducts assessments of clients and assists clients with developing and achieving their goals. Coordinates and offers clients life skills education activities. Develops collaborative relationships with county, city and community organizations and businesses to cultivate referrals to Safe Place, and to resources for its clients. Implements and establishes policies and procedures for the management of Safe Place. Develops forms, files, and administrative systems for the management of Safe Place. Provides public relations and public speaking as representative of unit and agency. Assists in program development of Safe Place, including the development of support services. Maintains client files and program records, and exhibits confidentiality of all clients. Collects and compiles statistical and demographic data. Prepares annual performance reports and other reports and evaluations as required. Collects and transmits data online in the Homeless Management Information System (HMIS). Ensures the safety of the clients and the condition of the facility. Is available to work some evening and weekend hours on a regular basis. Assists clients with applications for CalFresh, SDI, and other mainstream benefits. Encourages clients to utilize the services of the Case Management/Housing Navigator and coordinates referrals/appointments. Implements and establishes policies and procedures for the management of Safe Place. Develops forms, files, and administrative systems for the management of Safe Place. Coordinates maintenance persons in locating areas needing attention and establishing priorities for task completion. Prepares minutes of staff meetings, project and committee meetings as needed. Other duties as assigned.
    Minimum qualifications: Requires mastery of clinical, program development and administrative skills. This key position must be able to assess the broad needs of the clients and assist clients with the development and achievement of goals. The person must also work closely with the Program Officer in the development of policies, procedures, forms, files, and all aspects of the program. The person must have excellent written and verbal communication skills, interpersonal relations skills, and administrative skills. Experience in program development is highly desired. Candidates for this position must have bachelor’s degree in counseling, Psychology or Social Work and two years related work experience, or be a certified alcohol and drug counselor with two years related work experience. The equivalent combination of education, related experience and/or personal recovery may be substituted for the above.
    Salary $54,676-66,459/year, depending on experience, plus excellent benefits. Additional 5% pay if bilingual/Spanish.
