    Agency Description: Founded in San Mateo, California, in 1964, Caminar’s thriving programs and services serve more than 14,000 individuals annually across San Mateo, Santa Clara, San Francisco, Solano, and Butte Counties. Our nonprofit organization’s portfolio of behavioral health and supportive services empowers and supports individuals and families to move toward resilience, wellness, and independence. And, we are expanding our capacity to address the increasingly complex needs of individuals and families.

    Position Description: As a member of the Caminar Solano Senior Leadership Team, the Program Director primarily is responsible for the operation of the Full Service Partnership Program, including: clinical oversight; quality assurance; and ensuring that the program achieves and maintains excellence and meets outcome objectives. They also participate in the leadership and management of the region as a whole and may be assigned special projects. The Full Service Partnership [FSP] is an intensive psychiatric case management program that serves 44 clients from the ages of 25 and up. The program is tied to dedicated medication clinics that are staffed by Psychiatrists and Registered Nurses. The program provides “wrap-around” services to some of Solano County’s most vulnerable and psychiatrically disabled adults. Services to clients include case management, supportive housing, medication support, counseling, connection to benefits, crisis intervention, and after hours warm line support. Program philosophy embraces the “whatever it takes” model to stabilize and enrich the participant’s lives.

    Essential Duties & Responsibilities:

    • Provide clinical leadership to the staff, assure excellence of the quality of care provided by the program, and ensure that the program is provided in accordance with the principles of social rehabilitation.
    • Recruit, hire, supervise, evaluate and terminate staff in a timely manner and as necessary and ensure that all program staff members receive one-to-one supervision at least monthly and written evaluations on an annual basis.
    • Develop and maintain productive working relationships with County staff and other system providers, and actively participate in meetings that affect the program.
    • Oversee the coordination and evaluation of all client referrals to the program and the management of admissions and discharges.
    • Oversee the development of client treatment plans and other charting documentation, including initial assessments, admission and discharge summaries, and progress notes.
    • Ensure that medical record documentation meets the requirements of all applicable standards and regulations and that all records are properly maintained, stored, and kept confidential.
    • Ensure that client treatment and rehabilitation is coordinated among all those involved, including therapists, other providers, and family members.
    • Ensure that Case Managers and other staff members are properly scheduled to work so that all shifts are covered and client needs are met.
    • Lead two weekly treatment team meetings and one weekly peer counselor/medication support staff meeting, encouraging participation from all staff members.
    • Ensure that all staff members are trained relevant to the needs of their positions and those of regulatory and funding agencies.
    • Ensure that medical record documentation in the program meets the requirements of all applicable standards and regulations and that all records are properly maintained, stored, and kept confidential.
    • Participate in Senior Leadership and Leadership Team meetings, including discussions regarding agency-wide program development and operation and emerging issues that may affect client care or the agency in general.
    • Represent the program and Caminar as assigned to ensure a positive and caring public image, as well as appropriate visibility, and to reduce the stigma of mental illness.
    • Comply with all applicable laws, regulations, and the policies and procedures of Caminar, participating in program reviews of regulatory entities when necessary.
    • Model respectful, caring, tolerant, ethical, and empowering relationships with all individuals served and employed.
    • Ensure that the program office environment is clean, safe, attractive, and comfortable at all times.
    • Ensure that the program’s vehicles are properly maintained and serviced and that staff members are properly trained and oriented to their use.
    • Participate in the emergency on-call rotation and provide ongoing on-call support to Case Managers in need of consultation while providing on-call response.
    • Identify needs for new services and gaps in existing services, advocate for their development, and participate in the implementation of new services as assigned.
    • Assist in the development of the F.S.P. program budget.
    • Monitor the monthly financial reports of the F.S.P. program to assure that expenditures stay within budget and that revenues are properly expended.
    • Maintain and safeguard client monthly allowance accounts, petty cash funds and program funds. Provide accurate monthly accounting of these funds and ensuring that they balance properly and that all receipts are submitted to the corporate office in a timely manner; and oversee the use of program credit and gasoline cards.
    • Submit county checks for re-imbursement to Caminar Corporate Office.
    • Ensure compliance with all personnel policies and procedures and applicable laws and the timely and accurate completion of employee time sheets, payroll change forms, etc.
    • Participate in the activities of professional affiliation organizations, such as the California Association of Social Rehabilitation Agencies (CASRA), as assigned.
    • Serve as Safety Administrator ensuring a safe, healthy and clean working environment at all times consistent with applicable laws, industry standards and the agency’s own Health & Safety Program.
    • Complete and submit accurate time sheets and absence reports to Program Director in a timely manner.
    • Promote within the agency and with the general public the philosophy and practice of social rehabilitation.
    • Drive own or agency vehicle to treatment destinations, as required; documenting and reporting mileage according to agency procedures, so that services can be provided in a timely manner; comply with agency vehicle policy at all times.
    • Actively nurture and advance the cooperative, harmonious and teamwork oriented environment Caminar strives to promote within the workplace; Through daily efforts and presentation promote an atmosphere of dignity and respect in line with the organization’s mission, philosophy, policies and procedures.
    • Perform other related duties, responsibilities and special projects as assigned.


    Requirements, Qualifications, Skills & Abilities:

    • Must be passionate about Caminar's mission.
    • Must be CA Licensed Mental Health Professional.
    • Two years demonstrated experience providing program management, staff supervision, and leading multidisciplinary teams in a mental health related field is strongly preferred.
    • Minimum two years of demonstrated work experience providing case management services to SMI/DD is strongly preferred.
    • Demonstrated knowledge of CARF accreditation process.
    • Knowledge and demonstrated ability to implement the following evidence-based models: Psychosocial Rehabilitation, ACT Model, Full Service Partnership, Harm Reduction, Housing First, and Motivational Interviewing is preferred.
    • Knowledge of federal and state assistance programs for SMI population preferred.
    • Demonstrated experience effectively managing line-item operating budget is strongly preferred
    • Excellent computer skills in a Microsoft Windows environment including email and Internet navigation required. Experience with Human Service Information Systems strongly preferred. Experience managing web based time and attendance and staff training and development system strongly preferred.
    • Ability to maintain a high level of confidentiality, a professional demeanor and to represent the organization in a positive manner at all times.

    Physical, Environmental and Mental Requirements:

    • Physical: Occasionally required to push/pull objects up to 50 lbs, and to lift/carry objects up to 25 lbs. Frequently required to perform moderately difficult manipulative tasks such as typing, writing, etc. Must be able to walk, stand, sit for extended periods.
    • Sensory: Frequently required to read documents, written reports, and plans. Must be able to distinguish normal sounds with some background noise, as in answering the phone, interacting with residents and staff, etc. Must be able to speak clearly and understand/be understood using the English language.
    • Cognitive: Frequently required to concentrate on moderate detail with constant interruption. Must be able to attend to a task/function for 20-45 minutes at a time. Frequently required to understand and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments given to self and others over a period of several days.
    • Environmental Conditions: Frequent exposure to varied office and mixed (residential/office) environments. Occasional exposure to toxins and poisonous substances, dust, and loud noises.
    • Equipment: Frequently required to use a computer, phone, and fax machine.


    Special Requirements:

    • Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Caminar practices.
    • This position requires frequent driving. A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies are all essential job requirements.
    • Must be able to pass post-offer, pre-employment medical and drug tests as required under State Community Care Licensing regulations and/or agency policies.
    • A personal cell phone with reliable service and, if applicable, a data plan to use for business purposes.
    • May be required to obtain and maintain First Aid and CPR certification.
