Program Management Office Director directs and oversees the Program Management Office (PMO) to ensure programs and projects meet organization goals and requirements.   • R.J. Corman Railroad Company is seeking a Director of Program Management to join our team in Lexington, KY.

    Accountability:  Assist the RR Engineering department with FRA regulatory compliance and tracking as required.  Monitor and edit programs as necessary to assure all programs and employees remain current with FRA requirements.  Works with VP of Engineering to develop short and long-term plans for all aspects of project planning and execution.  This includes funded projects, capital projects, and other revenue or customer focused efforts. 

    Responsibilities:

    • Oversees engineering administrative personnel to ensure quality & compliance of material procurement and FRA inventory tracking
    • Manage the development and implementation of all required FRA Safety policies & programs
    • Maintain strong communication and develop relationships internally with associated RJ Corman personnel as well as externally with the affiliated state or federal personnel charged to administer the projects. 
    • Work with the VP of Engineering and Engineers to develop short and long-term plans for funded, capital, and other project planning.
    • Budget compliance - Monitors expenses to remain within constraints of approved budgets.
    • Coordinate with the Funded Projects Coordinator to gather information from various sources to develop applications for government funded projects.
    • Ensure project requirements are met and tracked according to the associated terms as outlined per project agreement. 
    • Monitor required documentation for projects and help to develop both progress reports and project outlooks.
    • Assist in managing procurement process to ensure all material needs and requirements are met. 
    • Other duties will be discussed with interested parties.

    Specialized or Technical Knowledge, or Education and Experience:

    • Prefer four-year degree in Business or Technical related discipline, or extensive experience in railroad track construction / track maintenance / track inspection & engineering related field, including materials management.
    • Excellent computer skills including Word, Excel.
    • Communication skills with demonstrated experience with all levels of personnel; and fast-paced, multi-tasking environment.

    Physical Requirements:  Limited travel required among all short lines and affiliated properties; lifting of up to 50 pounds for movement of instructional and safety equipment; and ability to safely mount and dismount heavy operating equipment and traverse outside work sites. 

    Environmental Conditions:  Performs duties in multiple environments including office environment, warehouse/distribution centers and outside construction/derailment sites. Exposure to weather elements and construction activity, requiring appropriate PPE 

    Major or Unusual Problems: Maintenance of teamwork to achieve track/mechanical standards objectives.  Achieving timely and expedited performance to customers often in situations beyond the control of the operation.
