    For the GS 15: You qualify for the GS-15 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL of the following duties:
    • Providing expertise in the academic development of leadership development programs; AND
    • Overseeing the design and implementation of long-range programs in the areas of leadership and global issues; AND
    • Fostering relationships with outside organizations, including respected colleges, universities and non-profit organizations to solicit input and support for leadership development programs; AND
    • Providing performance and development coaching and mentoring to assigned staff.
