    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Energy and Environmental Protection and Office of Consumer Counsel this class is accountable for directing the staff and programs of an office.

    EXAMPLES OF DUTIES

    Directs staff and operations of a major program office; Coordinates, plans and manages office activities; Formulates and implements office goals and objectives; Reviews and evaluates effectiveness of established or proposed policies and/or programs, assesses options, develops recommendations for improvement and drafts policy statements and regulations; Interprets and administers pertinent laws; Evaluates staff; Prepares or assists in development of office budget; Serves as liaison with other agencies, municipal, state and federal governments who might impact on program activities; Meets with outside agencies to advise on departmental policies and procedures; Evaluates operations and projects assigned to office; Provides technical direction to unit staff; Provides information to community; Represents department at meetings; Responds to inquires relating to assigned programs; Prepares reports and correspondence; Leads the recruitment and hiring of staff, including outreach, interview and selection; May advise senior level staff on status of permits, process management, projects, legislation and policy and regulations pertaining to assigned areas of responsibility; Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    Considerable knowledge of and ability to interpret and apply relevant state and federal environmental, energy, climate mitigation or adaptation, public utility, broadband, telecommunications, conservation and/or environmental justice or equity programs laws statutes, and regulations; environmental protection and energy principles, practices and issues;� Knowledge of and ability to apply management principles and practices; Considerable interpersonal skills; oral and written communication skills; Analytical, negotiation and organizational skills; Ability to initiate and direct programs.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Nine (9) years of professional experience in the energy, environmental, broadband, and/or telecommunications field.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    College training in a scientific or technical discipline in energy, environmental, climate mitigation or adaptation, public utility, broadband, telecommunications, and/or environmental justice or equity fields including but not limited to engineering, biological, physical, earth or environmental sciences, natural resources management, renewable energy, energy conservation, public policy or administration, economics, or related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's Degree. A Master's Degree in a scientific or technical discipline in the energy or environmental, climate mitigation or adaptation, public utility, broadband, telecommunications, and/or environmental justice or equity fields including but not limited to engineering, biological, physical, earth or environmental sciences, natural resources management, renewable energy, energy conservation, public policy or administration, economics, or related field, or a Juris Doctor degree, may be substituted for one (1) additional year of the General Experience.

    Experience with project management involving internal and external stakeholders;� Experience multi-tasking and prioritizing to achieve leadership's goals;� Experience collaborating and managing conflict in a team environment;� Experience leading cross-functional teams;� Experience mentoring and training new team members;� Experience developing programs with a focus on diversity, equity, and inclusion;� Experience in federal and regional energy proceedings and partnerships, including regional energy market design and transmission planning and deployment;� Experience with federal grants.�
