    BASIC PURPOSE

    The Senior Project Manager is responsible for leading, managing and coordinating delivery of capital and/or technology related projects across various functional areas and/or organizations.  Has overall responsibility for establishing and managing scope, cost, schedule, internal staffing, outside vendors, and contractual deliverables.  Typical duties include: leading communication across various departments; preparing reports for project stakeholders and executive leadership team regarding the status of the project; oversees consultants and contractors; coordinates design reviews; oversees the construction/project implementation change process; coordinates other activities with other departments and outside agencies.  Expertise required in project management with a proven ability to manage milestones and deliverables and drive results in a matrix or cross-functional environment.  The ideal candidate will be motivated, enjoys working in a team environment and embodies the department's values of communication, collaboration and customer service.

    ESSENTIAL FUNCTIONS

    • Leads, manages and coordinates all aspects of the design, development and implementation of projects to include, but not limited to, gathering and defining the project requirements, obtains staffing requirements, and forms project teams.
    • Overall responsibility for establishing scope, budget and schedule for capital projects and ensures all projects are delivered on time, within scope, and within budget.
    • Represents the agency on various capital, technology and demonstration projects completed by agency partners.
    • Oversees consultants and contractors involved in capital projects and facilitates strong communication and coordination with other departments, outside agencies, and utilities.
    • Develops and maintains detailed project plans and schedules to track progress.
    • Manages the relationship with the client and all stakeholders; establishes and maintains good relationships with third parties/vendors.
    • Monitors project milestones and critical dates to identify potential risk to project schedule; identifies ways to resolve schedule issues; keeps management current on any changes.
    • Analyzes a variety of complex issues that have divisional or oganizational-wide impacts; prepares and maintains related reports and comprehensive project documentation; makes recommendations based on findings.
    • Ensures project compliance with all Federal, State and Local laws, regulations, codes and standards.
    • Participates in panel discussions and represents PSTA at industry conferences and seminars.
    • Keeps abreast of latest technology products and construction/project management trends that could impact the public transit industry.
    • Other duties as assigined.

    MINIMUM QUALIFICATIONS

    • Education: Bachelor's degree in Urban Planning, Engineering, Telecommunications, Information Systems, Computer Science or closely related field.  A Project Management Professional (PMP) or equivalent project management certification is desirable.  Will consider an equivalent combination of education and experience sufficient to successfully perform the essential duties.
    • Experience: At least 6 years' experience in managing and supporting cross-functional capital projects with 2 years of experience in managing major capital or technology projects involving multi-agency and multi-stakeholder projects.  Public transportation and/or transportation experience highly desirable.
    • License Requirement: Must have or be able to obtain a valid Florida Driver's License.

    KNOWLEDGE, SKILLS AND ABILITIES

    • Knowledge of: Transit operations; Project Management principles, strategies and methods; trends involving technology in public transportation industry or demonstration projects; principles of time management and budget management; research methods and techniques; system or Information Technology concepts and practices; database management systems and applications; contracting procedures; Federal and State regulations affecting public transportation.
    • Skilled in: Using computer and related software applications; manage one or more small-scale projects simultaneously; explain complicated and technical information in simple, non-technical language both verbally and in writing; prioritizing work processes and projects; exercise initiative and creativity in the improvement, development and implementation of projects; confer with user representatives and outside vendors on operations and project technical problems; develop and maintain good interpersonal skills regarding teamwork, cooperation, motivation, and listening; communicating in order to interact with coworkers, supervisor, and the general public at a level sufficient to exchange or convey information and to receive work direction.
    • Abilities: Must possess excellent communication skills including ability to work with other divisions, teams and provide support as needed.  Must exhibit resourcefulness and ability to work independently as well as in diverse multi-disciplinary teams on multiple tasks with frequent interruptions.  Must maintain confidential information, and prepare clear, concise, and complete reports and correspondence.  Must be able to exercise good judgement.  Must embody the department's values of communication, collaboration and customer service in day-to-day performance of job functions.
