Position overview

The Program Manager (PM) provides extensive day-to-day management and operational support for all aspects of contract performance. The Program Manager shall be responsible for all Contractor personnel, promoting operational efficiencies and ensuring activities and resources are aligned to meet contract objectives. The PM will be responsible for addressing all escalated issues and providing all related program offices with management insight into ongoing efforts.

Primary/Major Duties and Responsibilities (Essential Functions):

• Provides executive level oversight to the overall program management of a contract which may involve multiple task orders with multiple subjects and related programs, or a single task order covering multiple support areas and tasks with unique programs.
• Leads the development, implementation, evaluation, and improvement of internal processes and procedures that determine and monitor effectiveness, efficiency, and productivity; develops and coordinates the strategic and performance-based processes with senior management.
• Works directly with team members to ensure that focus is maintained on problem solving, task completion, quality control and management.
• Maintains relationships with client, corporate management, subcontractors, consultants and vendors.
• Participate in program/in process reviews with the customer and is the point of contact on all contract administration.
• Responsible for the management of funds and personnel and is accountable for the timeliness and quality of all contractual items.
• Managers the contractor personnel to include but not limited to hiring, addressing work performance, approving time off, approving timesheets.
• Operates within customer provided guidance, contract limitations and company business and policy directives.
• Ensures that all required resources are available for program execution.

Required Qualifications and Experience:

• Experience in reading, interpreting, and managing subcontractor and vendor agreements
• Experience in reading, interpreting, and implementing government contract requirements
• Experience in producing/reviewing monthly accrual reports
• Experience in CBA negotiation
• Experience in proposal writing
• FEDMALL experience is required
• Experience in identifying and correcting performance deficiencies
• All experience noted above should have been performed at a management level for a minimum of 7 years on a BOS contract;
