Negotiates and prepares contracts by considering the financial conditions, resources, and contractual requirements. Being a Program Manager develops new business and expands product line. Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to program from various departments. Additionally, Program Manager ensures projects are completed on time and within budget. Acts as advisor to program team regarding projects, tasks, and operations. Prepares proposals to win new programs. Requires a bachelor's degree. Typically reports to a department head. The Program Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. EisnerAmper is seeking a Manager - Program Administration who is responsible for assisting in the management of large, multi-faceted projects and/or multiple projects simultaneously. Assists the team through all phases of a program including strategic planning, work planning, mobilization, execution, and closeout consistent with established program delivery processes to meet the scope, schedule, budget and other contract requirements.
Qualifications:
- Bachelor’s degree is required.
- Master’s degree is preferred.
- Project Management Institute’s (PMI) Project Management Professional (PMP) certification, or other related professional certification is preferred.
- 5 years of successful program management experience is required.
- At least 1-year experience directly leading/managing a federal grants management project in a consulting/advisory practice is desired.
- Supervisory and a proficiency in project management principles is required.
- Experience with federally funded grants management programs and reporting requirements, including ARPA, IIJA, EPA, and Broadband is desired.
- Experience managing multiple projects of various sizes, including the development of a project plan, managing a team, creating, and managing project budgets.
- A strong policy background including a comprehensive understanding of the Uniform Guidance, Title 2 of the Code of Federal Regulations (CFR) Section 200, and post-award grant management activities and compliance requirements is desired.
- Knowledge of Broadband, Equity, Access, and Deployment (BEAD) grant program preferred.
- Proven ability to provide excellent customer service and maintain client/professional relationships/partnerships.
- Demonstrates critical thinking and project management skill capabilities.
- Ability to understand legal and/or federal guidelines and contribute to Program Design and Policy Environment deliverables
- Ability to utilize data and contribute to solutions to optimize programs / projects / processes
- Ability to contribute to showing progress quickly and operationalize programs / projects efficiently
- Ability to contribute to the design and implementation of fiscal controls and program / project governance
- Ability to contribute to the development of financial and operational reporting and forecasting models for individual programs or projects
- Capacity for quickly understanding new concepts, workflows, and systems.
- Ability to identify and research funding opportunities.
- Excellent interpersonal, written, and verbal communication skills in business and technical environments and within a diverse group of individuals.

- Ensures that the scope of work is completed to the satisfaction of the client and key stakeholders, while simultaneously ensuring that quality, financial, risk management, business and policy expectations are met.
- Serves as one of the firm’s primary contacts with the client.
- Provides leadership and facilitates technical and management collaboration amongst project team members and the client.
- Participates on proposal writing teams including writing and coordinating submissions
- Assists with preparation of written reports, deliverables, and other materials for clients
- Communicates and works with the client on a variety of issues potentially including progress and status, scope, schedule and budget as well as progress of deliverables, client reviews, technical input, and comment resolution.
- Facilitates collaboration with external agencies, if required, and other stakeholders as needed to enable successful development and implementation of complex project workflow and processes
- Ensures compliance with applicable policies and procedures, laws and regulations, and keeps current on compliance-related areas.
- Exhibits excellent client service skills including the identification of opportunities to provide additional services to clients and/or non-clients.
- Ensures that engagement procedures comply with professional requirements and identifying engagement efficiencies.
- Estimates effort and resources required for responsibilities and ensures all are prioritized effectively and delivered on time.
- Collaborates with engagement leaders to ensure that the scope of work is completed to the satisfaction of the client and key stakeholders, while simultaneously ensuring that quality, financial, risk management, business and policy expectations are met.
- Builds and maintains trusted relationships with diverse group of clients, team members, managers, and subject matter experts.
- Maintains required CPE hours for Firm and applicable licensing standards.

- Provides courteous and prompt service to all internal and external parties. Prioritizes and addresses requests and assignments in a professional and cooperative manner.
- Identifies opportunities and recommends methods to improve service, and work processes. Assists in the implementation of quality improvement initiatives.
- May assist co-workers in the completion of tasks and assignments to ensure continuity of service and demonstrating team work skills. Actively supports teamwork throughout the organization.

- May periodically travel and work from different company locations.
- May be required to work overtime, and/or on weekends as needed.
- Must arrive at EisnerAmper offices or client locations in a timely manner and be ready to perform job responsibilities.
