Program Manager coordinates and monitors the scheduling, pricing, and technical performance of company programs. Negotiates and prepares contracts by considering the financial conditions, resources, and contractual requirements. Being a Program Manager develops new business and expands product line. PRIMARY FUNCTION/JOB PURPOSE:
Under direct supervision of the Program Director Early Childhood Home Visiting Programs. Plans, organizes, supervises, and evaluates the Healthy Families model to ensure model fidelity and achievement of program goals. Ensures the program is operated within Family Lifeline’s mission, vision, and values; according to Family Lifeline’s policies and procedures and culturally informed best practice standards; and according to funding source guidelines and restrictions. Directly supervises Parent Educators.
Qualifications:
· Master’s degree in social work, health, or human services preferred; bachelor’s degree required.
· Infant mental health endorsement preferred.
· Minimum two years of client service; knowledge of the principles of family support and empowerment; knowledge of maternal and child health and child development
· Minimum two years of supervisory experience in personnel supervision, program supervision and evaluation preferably with the 0-3 population
· Experience in early childhood home visitation (preferred)
· Excellent interpersonal and public relations skills
· Excellent communication, organizational and writing skills. Ability to write accurate and timely reports.
· Experience using/navigating web-based case management data systems (preferred)
· Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), with the ability to learn common Family Lifeline software applications.
· Bi-lingual (preferred)
· Predictable and reliable onsite attendance
· Able to maintain a flexible work schedule, which may include some evening and weekend hours.
· Possess a valid Virginia driver’s license, automobile insurance, and reliable transportation.
· Able to pass a required background check.
ESSENTIAL RESPONSIBILITIES:
· Ensures fidelity of Healthy Families America
· Supervises Parent Educators. Supervision is reflective and collaborative in nature and includes review of documentation to assure accuracy and completeness.
a. Ensures requests for early childhood home visitation services are responded to in a timely manner and in accordance with the referral procedure.
b. Ensures monthly home visit rates and capacity reports are completed in a timely manner.
c. Addresses issues that arise with respect to caseload capacity and caseload activity.
d. Ensures services provided maintain model fidelity of Healthy Families America
e. Ensures completion of required assessments, case closings and documentation.
f. Ensures targets for completed home visits, caseload capacity and established outcome measures are met; effectively integrates data into supervision.
g. Reviews and approves PTO and mileage for supervisees.
· Collaborates with Family Lifeline Community Liaison to ensure requests for early childhood home visitation services are responded to in a timely manner and in accordance with the Family Lifeline Referral procedure; ensures Parent Educators follow the referral procedure and appropriately document outreach attempts in ETO.
· Participates in the hiring process, which may include screening of resumes, interviewing, deciding on candidates to be hired and checking references.
· Assures newly hired supervisees complete all required trainings and provides model-specific stopgap training.
· Collaborates with the Quality Assurance and Training Specialist, specifically around data quality and training.
· Works collaboratively with all Early Childhood Program Managers and Supervisors to ensure excellence in service delivery, with a focus on peer support and teamwork.
· Utilizes technology to critically assess quality and program-related impact. Uses data to make program-related changes as needed, and strategically plans for the future.
· Completes required reports as assigned.
· Participants in community meetings as assigned.
· Performs other duties as assigned.
