Behavioral Health Program Manager

  • Summary or Purpose

    Plans, develops, and evaluates Behavioral Health services, goals, and objectives, with ongoing strategic enhancements in a behavioral health outpatient setting serving children & adults. Provides clinical and administrative leadership and is accountable for developing and improving the performance management and quality improvement processes that are in compliance with State, Federal, Medicaid, and CARF (Commission on Accreditation of Rehabilitation Facilities) business standards. Communicates all division policies and priorities to program staff and assists with revisions as needed.
     

    Essential Duties and Responsibilities

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

    Serves as a member of the Behavioral Health management team and participates in program development to improve the organization's core behavioral health functions while maintaining Federal, State, and Local grant and licensing requirements which includes CARF accreditation.

    Establishes behavioral health's performance management and quality initiatives, at a minimum, focuses and aligns on improving IBH program operations by addressing the effectiveness, efficiency, access, satisfaction and business practice.

    Assigns client cases to direct care providers and assures coverage across the behavioral health program.

    Researches and develops the performance management and quality improvement processes for the program.

    Provides quality leadership, supervision, coaching, performance evaluation and career development which includes annual performance evaluations and training plans.

    Oversees, builds, directs, manages and ensures the implementation and oversight of clinical and programmatic services which include but is not limited to the following: crisis intervention services (on-call), individual and group services, and village travel.

    Works with IBH staff to focus on and achieve improvement of priority behavioral health concerns.

    Coordinates with the Compliance Officer, and Records Team in the chart review, assessment/reviews, treatment plan/reviews, case/progress notes to assure effective treatment clinical documentation as well as to meet CARF and billing standards.

    Provides ongoing performance improvement reports according to established time-lines and makes recommendations for future improvements.

    Develops and maintains standards for IBH facilities and ensures each physical plant operates in accordance to established safety systems, procedures or management directives.

    Collaborates with other entities to develop and provide community based intervention, prevention, education and outreach to enhance resources for the community.
    Identifies and arranges training opportunities for the program.

    Establishes continuous collection methodologies, ensures timely data collection and monitors accuracy compiles data, applies relevant statistical techniques and assembles data in typical presentation formats; analyzes and interprets results; and, determines impact on performance or quality improvement outcomes and/or targets.

    Convenes regular meetings, set agendas, informs staff of the status of improvement efforts, designs and implements the necessary processes and systems and establishes a recognition program for staff improvement efforts. Provides training when necessary to carry out improvements, plan of actions, and recommendations for administration of programs including, quality assurance.

    Enhance financial sustainability towards fee for service(s) and billing supports. Manages and monitors budget expenditures and grant reporting.

    Researches and designs appropriate organization-wide performance and quality instruction.

    Respects and acknowledges clients rights and maintains strict confidentiality in all client matters; Investigates and resolves incidents and issues as required while maintaining 42CFR & HIPAA compliance and associated relevant guidelines and regulations.

    Participates in the development and communication of Behavioral Health's strategic plan including its vision, scope and mission.

    Communicates with the North Slope Borough's and/or Health Department's performance/quality initiatives to ensure alignment and optimal use of resources, if applicable.

    In the event of an emergency, will follow responsibilities as outlined in the NSB program policies and Emergency Action Plan Manual.

    May be required to work a non-traditional work schedule to include evenings, holidays, and weekends and may be subject to 24 hour on-call status.

    Assumes administrative responsibilities in the absence of the Deputy Director of Behavioral Health.

    Perform other duties as assigned.
     

    Knowledge, Skills and Abilities

    Excellent verbal and written communication.

    Knowledge about behavioral health services, organizations and programs.
    Must be able to function with a high degree of independence and considerable discretion; and capable to act independently for leadership team when necessary.

    Skills in communicating effectively, facilitating group processes and coaching staff;

    Skills in preparing comprehensive reports, policy analysis, program outcomes to behavioral health issues;

    Planning, designing and evaluating behavioral health program initiatives; skill adapting and applying performance management and quality improvement initiatives in a behavioral health setting( interpreting & applying statistics and evaluating research);

    Ability to establish and maintain effective and productive working relationships with staff, collaborating with public organizations with respect to behavioral health practices, partnerships and programs in the community.
     

    Education, Experience, Certifications and Licenses Required

    Master's degree from an accredited institution in Psychology, Sociology, Social Work, Social Sciences or related field.

    Current licensed Practitioner with the State of Alaska or ability to obtain to become licensed in the State of Alaska within one hundred eighty days of hire
