Program Manager (Non-Profit) manages a team that coordinates the programs of a non-profit organization. Designs and implements programs that support the organization's mission, vision, and goals. Additionally, Program Manager (Non-Profit) implements a fundraising and development strategy to identify potential donors or funding sources and conduct outreach initiatives. Collaborates with partners to ensure that special events publicize the organization and its programs to the community and support its goals. May assist in the development of grant applications or proposals. Requires a bachelor's degree. Typically reports to a director. The Program Manager (Non-Profit) manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.     Position Summary

    Government Contracts Specialist is responsible to maintain accurate account of the Schedule of Expenditures of Federal Awards (SEFA). Government Contracts Specialist will work closely with the Divisional Compliance Manager to assist on the process, execution, implementation, maintenance and compliance of new and renewal government grants.

    Essential Functions

    DUTIES & RESPONSIBLITIES: (not listed in order of priority)

    1. Maintain and review the Schedule of Expenditures of Federal Awards (SEFA) workbook.
    2. Work in collaboration with the Divisional Compliance Manager on issues related to the government contracts.
    3. Develop and maintain a strong working knowledge of the various programs throughout the Division.
    4. Review all government grants to ensure accuracy and completion with all required exhibits.
    5. Prepare new/renewal grants for submissions to CFC via TSAMM. Make proper adjustments as requested per THQ's Legal Department.
    6. Maintain a monitoring system to keep track on the status of all government grants' execution.
    7. Assist on forwarding executed contracts to the grantors and uploading the fully executed contracts unto TSAMM.
    8. Communicate with the Divisional Compliance Manager, grantors, and sites regarding program changes, financial matters, budget modifications, addendums, extensions, non-compliance and renewals.
    9. Assist in the coordination with the sites to implement new processes from Grantors that are relevant to contractual matters.
    10. Maintain paper and/or electronic files for government contracts for Social Services Department.
    11. Assist completing annual and quarterly government grants reports/certification.
    12. Site visits to field units to understand program operations to better assist on the execution of government contracts.
    13. Attend webinars, collaboration meetings, and trainings related to contractual subject matter.
    14. Requesting insurance certificates (COI) for executed grants.
    15. Cross trained on non-profit government grant's billing and contract utility maximization to assist the Divisional Compliance Manager.
    16. Cross trained to provide technical assistance on finance planning and budget development to units receiving government funding for submission to government grantors.
    17. Participate in Social Services Department Team meetings.
    18. Perform other duties as required.

    Working Conditions

    Ability to walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis. Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Ability to operate computer, fax and telephone. Ability to lift up to 25 lbs. Ability to drive a motor vehicle. Some travel required to participate in training opportunities.

    Minimum Qualifications

    1. Bachelor's degree in business management, finance/accounting, or related field. Masters preferred.
    2. Experience in non-profit and/or grants management or demonstrated knowledge thereof.
    3. Three or more years of experience in preparation and compliance management of government grants and contracts.
    4. Experience with enhanced computer skills working with Excel, Microsoft Office, and electronic communications.
    5. Must possess a valid driver license and pass a criminal background check.

    Skills, Knowledge & Abilities

    1. Knowledge of Salvation Army mission, polices, and procedures preferred.
    2. Displays excellence in contract renewals and knowledge of programs.
    3. Strong organization skills and follow-through on tasks.
    4. Understanding of budgets and finance.
    5. Excellent written and oral skills.
    6. Ability to manage multiple priorities simultaneously while paying critical attention to detail.
    7. Ability to work independently as well as on a team.
    8. Ability to meet deadlines.
    Qualifications

    Education
    Bachelors of Business Administration (required)
    Masters (preferred)

    Experience
    3 years: Minimum Experience In Preparation and Compliance Management of Government Grants and Contracts. (required)
    Experience In Non-Profit and/or Grants Management or Demonstrated Knowledge thereof. (required)
