    JOB SUMMARY: :
    Under the general supervision of the Grants Manager, performs duties related to identifying grant opportunities and leading the grant application development process, coordinating citywide grants and proposals, grantee monitoring and compliance, and various special projects and initiatives as needed.

    EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES: :
    Essential duties and responsibilities may include, but are not limited to, the following:

    Essential duties and Responsibilities::

    Research and identify potential funding sources to support funding needs and programs for the city. Network with local, state, and federal organizations, industry trade representatives, and private foundations; search for grant funding availability and eligibility; attend training and conferences about new or existing funding opportunities; and monitor state and federal legislation that may affect the availability of grant funds.

    Prepare, edit, and critique grant applications. Translate funding needs to qualify within funding source guidelines; gather necessary documentation; fill out and submit an application and provide additional information, as necessary.

    Provide grant implementation, application, and oversight to various city departments.

    Provide details to the finance department to set up needed accounts; ensure grant-related procurement guidelines are followed; prepare grant timeline and milestone schedule; create and review grant-required performance reports.

    Coordinate timely completion of project deliverables and disbursement of funds; aid in completing and maintaining project-related budgets.

    Facilitate meetings with stakeholders; identify objectives and coordinate responsibilities; monitor progress against timeline and milestone data.
    Monitor grant performance, assess the need for contract amendments or extensions, and ensure compliance with contractual obligations.
    Monitor financial administration of grants to ensure that proper documentation is submitted for expenditures and that requests for funds are made within the time limitations specified.
    Assist with training staff on grant management. Interpret and communicate grant guidelines and regulations.
    Attend and participate on various committees and boards. Prepare annual proposal requests and prepare staff reports and other correspondence as needed.
    Assist with internal/external auditor requests. Assist in gathering documentation requested by auditors.
    Maintains physical condition appropriate to the performance of assigned duties and responsibilities, including:
    - walking or standing for extended periods
    - operating an automobile
    - moving loads of approximately 25-50 lbs.
    Maintains mental capacity, which allows the capabilities to:
    - exercise sound judgment and rational thinking under stressful circumstances.
    - evaluate various options and alternatives and choose an appropriate and reasonable course of action.
    - prepare complex evaluations and recommendations.

    - effectively supervise personnel.
    - demonstrate intellectual capabilities to carry out all required job duties and responsibilities.
    - operate effectively in an economically and culturally diverse environment.
    Perform other duties as required.
    QUALIFICATIONS:

    Knowledge of::
    - Knowledge of grant application, administration procedures, and reporting requirements.
    - Processes associated with City ordinances, State and Federal statutes.
    - Personnel Management techniques and general approaches to effective public administration.
    - Research methods and sources of information related to urban growth and development, statistics, and demographics.

    Ability to::
    - Communicate effectively both orally and in written form.
    - Interpret and apply applicable Federal, State, and Local policies and procedures, laws, and regulations.
    - Prepare, interpret, apply, and/or prepare grant documents, budgets, and project documentation.

    EXPERIENCE AND TRAINING GUIDELINES - Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
    Experience::
    • Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, public service, or a related field. Two (2) years of directly relevant experience may be substituted for each year of required education.
      • Three (3) years of experience preparing or monitoring federal grants, federally funded community programs, or contract management, including one year of administrative and/or lead supervisory experience.
    Licenses:
    Valid Texas Driver's License or ability to obtain within three months of employment.
