    What you will be doing:
    The Alaska Department of Environmental Conservation is looking to fill an Environmental Program Specialist 4 position within our Division of Spill Prevention and Response (SPAR); Prevention, Preparedness & Response Program (PPRP) in the Central Alaska Region.

    The diversity of the job requires a resourceful candidate who enjoys working independently and as part of a team in oil spill prevention, preparedness and response. Main responsibilities of this position are to review industry oil discharge prevention and contingency plans, manage cleanup of oil and hazardous substance releases, and lead facility inspections and spill response exercises.

    The position is tasked with protecting public safety, public health, and the environment by mitigating the effects of oil and hazardous substance releases. This is done through regulatory oversight by the technical review, evaluation, and approval of oil discharge prevention and contingency plans; conducting and evaluating spill response exercises; and inspections of regulated facilities. This position is primarily responsible for the review and oversight of the regions more complex plans in coordination with other staff in the Region. The regulatory oversight ensures that industry partners are storing, transporting, and distributing oil in a manner to prevent spills and that they are fully prepared to clean up spills when they occur.

    When spills do occur, this position oversees, augments, or takes over the cleanup of oil and hazardous substance spills to land, air, and water from regulated and unregulated entities. This position will routinely act as the deputy State On-Scene Coordinator (SOSC) or the SOSC's representative during responses to oil and hazardous substance spills in the Central Region.

    While this position in non-supervisory, the incumbent must understand the technical aspects of the work as well as be skilled as a mentor to Central Region staff.

    The working environment you can expect:
    The Prevention, Preparedness and Response Program (PPR) provides meaningful opportunities to participate in the oversight of infrastructures vital to the State's interest in a flexible and family-friendly environment. The incumbent will frequently contribute to in-person as well as virtual meetings and teleconferences. Although most of the position’s functions are performed in an office setting, occasional scheduled travel may be required to conduct facility inspections, participate in spill response exercises, and for community outreach. The incumbent may be called upon to travel to remote locations to support response operations for up to two weeks at a time. Please note that work outside of normal office hours, while sometimes required, is generally infrequent. Personal schedules are considered to the extent possible and pre-approved leave is honored.

    This position may be filled in Anchorage, Wasilla, Soldotna or Valdez DEC offices.

    With supervisor approval, hybrid telework is available upon successful completion of the probationary period – generally after 12 months of employment.

    We are looking for a candidate that has experience in the following areas:

    • 40 Hour HAZWOPER (OSHA) (Can be obtained after hire)

    • State Driver’s License
    • Travel is typically required throughout communities of the Central Region, with the possibility of statewide emergency response travel. Emergency response travel could happen at any time, including nights, weekends, and holidays, and be for periods up to two weeks in duration.
    • While in the field, you may be required to wear appropriate personal protective equipment including, when required, a respirator to level C responses. After being medically cleared to wear a respirator the position requires the incumbent maintain annual respirator fit tests and be prepared to wear a respirator at any time without advanced warning.
    • This position requires answering the after-hour duty phone on a scheduled rotation. This is required roughly 2 weeks out of the year, during which time you will receive standby pay.

    Any combination of education and/or experience that provides the applicant with the following competencies

    • Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

    Equivalent to those typically gained by:

    A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
    AND
    Professional experience evaluating, documenting, and monitoring environmental and socio-economic impacts of changes in the built environment or applying environmental regulations and pollution controls for damage recovery or to protect or improve environmental quality.
