Program Supervisor coordinates and monitors the scheduling, pricing, and technical performance of company programs. Responsible for aiding in the negotiation of contracts and contractual changes and coordinating preparations of proposals, plans, specifications, and financial conditions of contracts. Being a Program Supervisor develops new business and expands product line. Ensures adherence to master plans and schedules and develops solutions to program problems. Additionally, Program Supervisor recommends changes to improve process efficiency and alleviate process inaccuracy and duplication. Requires a bachelor's degree. Typically reports to a manager. The Program Supervisor contributes to moderately complex aspects of a project. Work is generally independent and collaborative in nature.   • SpecPro Sustainment and Environmental, LLC is looking for a Program Manager/Supervisor to manage a professional support services team in providing on-site Advisory and Assistance Services (A&AS). This role supports the Engineering and Design Division (D4) of the Design and Construction Business Line (DCBL) at Naval Air Station Jacksonville, FL.

    Responsibilities Include:
    • Provide timely and professional engineering support, services, and consultation for the planning, design, construction, and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands.
    • Participate in conferences with project stakeholders and collaborate with other engineering and architectural disciplines to ensure system coordination and integration with project requirements.
    • Supervise contract staff to ensure compliance with the Performance Work Statement requirements, evaluate completed work, and manage workload by assigning and monitoring project schedules.
    • Manage contract staff work schedules, approve leave and overtime, and oversee bi-weekly timesheets.
    • Resolve conflicts between contract staff members or between contract staff and Navy personnel.
    • Participate in partnering activities during planning, design, and construction as required.
    • Review and provide feedback on design drawings, specifications, Requests for Proposal (RFP), and Statements of AE Services (SAES) prepared by the contractor staff.
    • Attend regularly scheduled work induction meetings, technical discipline community meetings, and leadership/management meetings as required.
    • Provide weekly status reports on the design contact staff's activities, including active projects, project status, and completed projects.
    Qualifications include:
    • Possess an active Professional Engineering or Registered Architect License in the U.S and its territories.
    • Minimum 10 years of technical and practical experience as an Architect and/or Engineer.
    • Minimum 3 years in direct supervision of engineers and/or architects.
    • Minimum 3 years of experience in design management, leading design teams on multi-discipline projects.
    • Broad professional knowledge and skill in engineering concepts, theories, principles, practices, and techniques relevant to shore installation facilities projects.
    • Expertise in advanced architectural and/or engineering concepts applicable to building facility design.
    • Professional knowledge and experience in engineering design demonstrating comprehensive knowledge of all phases of facility design.
    • Familiarity with DoD and Navy guide specifications, criteria, and policy, as well as industry codes and standards related to facility design.
    • Understanding of local, state, federal, and foreign country laws, codes, and statutory requirements affecting facility design.
    • Knowledge of sustainable design principles and certification requirements such as UFC 1-200-02, LEED, and Green Globes.
    • Proficiency in Autodesk software including CAD and Revit, Microsoft Office products, and other applicable DoD computer systems.
    • Ability to produce written analysis, review findings, evaluate recommendations, and make oral presentations.
    • Knowledge of budgeting, planning, and project management techniques, including team coordination.
    • Experience in workload management, labor and leave hour management, and performance assessment of staff.
    Work Environment
    • Availability to work on-site during standard 8-hour shifts, Monday through Friday.
