Program Supervisor coordinates and monitors the scheduling, pricing, and technical performance of company programs. Responsible for aiding in the negotiation of contracts and contractual changes and coordinating preparations of proposals, plans, specifications, and financial conditions of contracts. Being a Program Supervisor develops new business and expands product line. Ensures adherence to master plans and schedules and develops solutions to program problems. Additionally, Program Supervisor recommends changes to improve process efficiency and alleviate process inaccuracy and duplication. Requires a bachelor's degree. Typically reports to a manager. The Program Supervisor contributes to moderately complex aspects of a project. Work is generally independent and collaborative in nature.     SUMMARY

    The Program Integrity Supervisor will have the primary day-to-day responsibility of responding to and investigating alleged violations of rules, regulations, policies, procedures, lease and HUD federal regulations by applicants, participants, owners, and internal employees.

    In addition, develop, maintain, and revise procedures for the general operation of the HCV Program and its related activities to ensure compliance with Federal, State, and local regulations, as well as prevent illegal, unethical, or improper conduct among, participants and owners.

    SUPERVISION RECEIVED AND EXERCISED:

    Operates under the direct general supervision of assigned manager or assistant program director. The Supervisor exercises leadership over
    5-12 employees.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    The below statements are intended to describe the general nature and scope of work performed under this position. This is not a complete listing of all responsibilities or skills required. Other duties may be assigned.

    • Supervise a team of housing specialists who will track and investigate alleged program violations
    • Prepares documents and case files for enforcement action
    • Establishes and provides direction and management of the compliance Hotline
    • Collaborates with other departments (e.g., Case Management, Operational Support, Office of Inspector General (OIG), etc.) and to the appropriate existing resources for investigation and resolution of program violations
    • Respond to alleged program violations of rules, regulations, policies, lease, and Statement of Understanding by evaluating or recommending the initiation of investigative procedures.
    • Reviews the HUD EIV income discrepancy for possible unreported income of participants and make recommendation for possible termination
    • Proactive reviews of regulatory policies and PHA administrative plan to stay informed of standards for the HCV program and Reasonable Accommodations
    • Reviewing business processes for compliance and suggesting ways to improve such processes.
    • Use statistical data and assist in analysis of data of business practices for Compliance

    DESIRED QUALIFICATIONS

    Education equivalent to a four-year degree from a regionally accredited institution in Public Administration, Social Science or a closely related field (Master’s Degree preferred). A minimum of three years of progressively responsible work experience, with at least one year in a
    supervisory role, or an equivalent combination of education and professional experience.

    Ability to read, interpret and understand and apply regulations, Federal, State, local laws and codes. Strong problem solving skills, and the ability to exercise sound judgment and make decisions based on accurate and timely analyses. Advanced knowledge of Microsoft Office Products, including: Excel, Word, Outlook.
