The Douglas County Housing Services Program Supervisor provides supervision to the Case Management and Housing Eligibility teams at service site location and ongoing case management services to families in transition. Develop and strengthen systems and procedures to ensure program compliance and best practices to address individual needs of the family. This position is designed to enhance team support and extend Program Manager objectives related to case management and rental assistance program participation. This position may at times be required to provide interim support to case managed UCAN properties and tenants, as directed by Program Manager. Must meet criteria and ability to successfully be screened through required criminal history review, fingerprinting and DMV records.

Supervise on site case management services and staff which includes: strengthening the case management staff, systems and procedures; family involvement in developing their plan; participate in budget preparation; establish, maintain and interpret policy and procedure. Ensure family self sufficiency assessments, case plan goals/activities and enrolled program goals are in alignment and are reflected in case notes for self and staff; provide feedback for safe execution of staff duties and adherence to instruction. Participate in planning both short- and long-range activities the site team with Program Manager and executive leadership as identified. Reliable and consistent attendance is necessary to support supervised staff.

Supervise, assign work to, set priorities and monitor work performance of case managers, or other direct support staff as directed; is involved in selection, training and evaluation of staff. Ensure work is in compliance with appropriate regulations. Assume responsibility for work performed within program operations. Establish and interpret policy and procedures.

May interview participants and assist with screening for target populations/programs and guide staff in ensuring ongoing verification of eligibility and suitability for case managed program participant is enrolled.

Assist staff in case goals, activities and staffing that focuses the household on developing a action plans of both short-term and long-term goals and work plan to meet those needs in staffing case plans.

Monitor and evaluate individual caseload and that of team members in alignment with each family’s progress from point of entry to self-sufficiency and stabilization. Work with participants to help them develop the skills needed to assume responsibility for choices and progress, and support team members in observing the same. May assist participants in completion of applications for services as necessary.

Provide assistance to participants in acquiring and maintaining safe, affordable and stable housing.

Assist with access to training on trauma informed practices, fair housing, money management, tenant rights and responsibilities, property care, maintenance, and to coordinate other educational services to staff and consumers when appropriate. May be certified as trainer within scope of work. Assist with development of case management manuals, policies and procedures.

Provide housing information, community resource identification and referral, networking, linkages and advocacy to other community resources. Work with area landlords to establish partnerships.

Provide follow-up services and a supportive network to encourage family stabilization and self-reliance. Attend assigned partner meetings and report back to department leadership, consistently communicating results of these events. Attend outreach events and other public activities as assigned.

Collect data needed for completion of program reports. Maintain accurate files assuring all information is entered into the programs data base in a timely fashion.

Provide information and reports to Program Manager as scheduled or requested, including spot audits, staffing results and compliance activities.

Drive a company vehicle in the performance of duties. Driving will be required for travel to training facilities, board meetings, events, client homes, community meetings, partner facilities, and to perform other essential functions as needed.

Personnel Management and Supervision

Participate in the recruitment, selection, onboarding and retention of Housing Services Program personnel. Motivate, encourage and support employee professional growth and development, including cross-training initiatives where practical. Monitor, evaluate and consider team dynamic functionality, performance, production, staffing and other key performance indicators to facilitate strategically sound workforce planning decisions and fiscally responsible allocation of available resources.

Monitor, manage and evaluate performance of direct reporting staff and work processes to ensure continuous improvement and increased contribution to UCAN’s success. Coach and improve employee performance through effective communication, documentation and feedback, performance evaluations, and other positive performance management strategies designed to increase individual productivity and overall team performance.
- Perform routine supervisory tasks for direct reports in accordance with established deadlines including but not limited to approving time sheets and time off requests, and completing performance evaluations. Conduct regularly scheduled supervisory meetings.

Demonstrated experience and competency operating and working effectively and efficiently with computers and other forms of office technology, electronic data, computer programs and software applications, especially Microsoft 365, Word, Excel, Outlook and Teams. Ability to use electronic timekeeping system is required.
Required Licenses & Certifications

Valid driver’s license with a driving record that meets UCAN’s acceptable driving guidelines.

Education & Experience

Associate’s degree in social services, education or related field.

Experience working with people in crisis.

Thorough knowledge of social services practices and procedures to be able to identify problems and develop a plan of action.

An equivalent combination of experience and education that demonstrates the required knowledge, skills and abilities required for the position will be considered in lieu of the outlined requirements.

Regular and consistent on-site attendance is required.
